The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by the last day to file

. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

.THE POSITIONUnder general direction, to manage, plan, organize, and administer the Operations and Management Services Department of the Community Development Agency; to assist and advise the Director, Community Development Agency, and other managers in matters related to strategic focus, human resource services management, processes and systems, allocation of resources, and to do related work as required.

MINIMUM QUALIFICATIONS

EITHER I

Experience :

The equivalent of three (3) years' full-time experience in the classification of Assistant Deputy Director, Community Development Agency in the Alameda County classified services which included one year of full-time experience supervising the activities of subordinate staff.

OR II

Education :

Possession of a bachelor’s degree from an accredited college or university.

AND

Experience :

The equivalent of five (5) years of full-time, increasingly responsible professional level administrative experience in a community development agency that included two (2) years of experience supervising the activities of subordinate staff.

Substitution :

A master’s degree from an accredited college or university may be substituted for two (2) years of non-supervisory experience.

NOTE : The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of :

Budgeting principles and tracking.Community Development Programs similar to those in the Community Development Agency.Principles and practices of program development.Principles and practices of staff development.Principles of public administration.Practices and techniques of administrative analysis and report preparation.Principles and techniques of public information dissemination.Computer applications and systems management, including County HRMS and Alcolink applications.Supervisory principles and practices.Human Resource Services, purchasing, and contract administration practices.Legislative analysis techniques.Ability to

:

Plan and conduct complex and sensitive administrative and operational studies.Identify management and operational problems, investigate and evaluate alternatives and implement effective solutions.Interpret, explain, and apply complex policies, regulations, and procedures.Direct the work of staff.Prepare clear, accurate, and effective reports, correspondence, policies and other written materials.Work effectively with senior management, County staff members of commissions, joint powers authorities, and various boards.Provide effective leadership.Manage and direct human resources and information technology team towards accomplishing Agency goals.Communicate effectively both orally and in writing.EXAMINATION COMPONENTS

The examination will consist of the following steps:

A review of the applicant's application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.An oral examination which will be weighted as 100% of the candidate’s final examination score.
