Web Developer, Clearance Required - TS/SCI w/Polygraph
Please note, this position requires all candidates to currently possess an active Top-Secret SCI Clearance with a Polygraph. This position is not an opportunity to be sponsored or nominated for a government security clearance.
The Work:
Awarded as a ten (10) year contract in 2022, this multi-award ID/IQ program is expected to be one of the largest contract vehicles for this federal customer. Supporting all five (5) agency directorates under the Mission Task Order framework to produce software based solutions to streamline the processing of mission data
The Sponsor develops and implements talent management standards, strategies, programs, policies, and IT solutions that provide the foundation for its performance, personnel, and assignment management, processes, and systems. The Sponsor requires support to design, develop, maintain (including server administration, mandated migration activities, certification and accreditation, and operations and maintenance (O&M), and enhance a highly available suite of enterprise tools and custom web applications for its talent management efforts. As well as design, development, and maintenance of new applications, tools, and systems as needed.
Minimum Qualifications:
The Contractor shall ensure, for the duration of the contract, that contractor personnel assigned to work under this contract maintain institutional knowledge and competency level necessary for all required skills, to include demonstrated on-the-job experience. The Contractor shall possess and provide the following required skills and demonstrated experience: Demonstrated experience in all phases of the Operation and Maintenance (O&M) Software Lifecycle model, tracking issues and managing trouble tickets, testing software, writing test cases, and performance testing. Demonstrated experience with ServiceNow. Demonstrated experience using COGNOS and IBM SPSS Statistics, understanding SPSS syntax, and experience converting it into Cognos reports. Demonstrated experience using Oracle SQL and TM1. Demonstrated experience with JavaScript/JQuery/AJAX, HTML/CSS, Angular, or similar frameworks used to develop and implement User Interface and application components within the platform. Demonstrated experience utilizing Update Sets in conjunction with the lifecycle management and promotion of features and bug fixes throughout the environment stack. Demonstrated experience using ServicePortal for UI Development of web interfaces. Demonstrated experience developing and maintaining applications to meet required Accessibility standards (Section 508 and more robust WCAG and organizational standards). Demonstrated experience with HR-related and customer-specific datasets including limitations of those datasets and system/data flow dynamics. Demonstrated experience with Unit Testing, System/Integration Testing, and User Acceptance testing concepts and activities in the customer environment. Demonstrated experience using customer-approved DevSecOps tools and concepts to support the Security-focused design of highly usable and dynamic applications. Demonstrated experience with .NET MVC web application design and development. Demonstrated experience with custom Ruby-on-Rails web application design and development. Demonstrated experience with Linux and Windows Cloud Server management. Demonstrated experience managing Cloud infrastructure through cloud-native scripting languages and must-use enterprise tools and frameworks. Demonstrated experience with the ICD-503 process for accrediting applications and systems within the sponsor network, including submission of evidence, and leading remediation efforts to address any risks or identified issues. Prioritize requirements based on Sponsor's program manager recommendations Provide operations and maintenance of applications in the cloud infrastructure. Implement changes to current applications and data pipelines based on Sponsor requirements. Support Sponsor's representatives in cloud environment purchase, engineering, and architecture related activities as applicable to applications. Provide management support to the Sponsor Software Development Lifecycle (SDLC) process. Continuously evaluate program progress and evaluate incoming information to ensure the program is progressing on schedule. Assist the Sponsor's product owner with the assessment of program requirements. Assist the Sponsor's product owner with mitigating or avoiding risks. Assist the Sponsor's product owner in alleviating program issues. Coordinate stakeholder engagements, such as user requirements sessions and training. Track work requirements and action items to meet program deadlines. Support tasks requiring collecting, compiling, evaluating, and publishing information and statistical data included in documents, records, forms, reports, plans, policies, and regulations. Interface with stakeholders to ensure user stories are recorded. Deliver development requirements as requested by the Sponsor. Use a Sponsor-approved tracking system for issues and problems. Provide applications development and programming support to develop software to implement system-level requirements. Implement changes to the current applications based on changing partner requirements, legislation, and policy. Maintain current system software. Enhance current system software. Implement new functionality to system software. Conduct functionality testing for existing applications. Create and maintain an automated test environment in the Sponsor's AWS environment using technologies such as Selenium or comparable testing tools. Develop applications and modifications to existing Sponsor applications in compliance with the Sponsor's architectural and Authorization and Accreditation (A&A) process. Assess usability of systems and applications and recommend enhancements or transitions to new systems Implement transitions to new systems, as directed by the Sponsor. Work Site:
