In this position the incumbent provides expertise to the Test Group for Modeling, Simulation and Analysis to support the development of a wide range of manned and unmanned aerospace vehicles, to include new/modified weapon systems and/or Advanced Concept Technology Demonstrators (ACTD). Serve as the subject matter expert on one or more aspects of integrated modeling, simulation, analysis and evaluation techniques that can be used to support the development of manned and unmanned aerospace vehicles and systems. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions located here: Professional Engineering Positions Operations Research Series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experiences is expert in data analytics, machine learning, uncertainty analysis, model-based system engineering, and digital engineering. Primary responsibility over modeling and simulation, analysis in support of test plans, technical reports, and data products. Position specific skills and experience desired in a potential candidate: Experience leading a team of highly technical and program management team members, experience with long range planning of Advanced Technology, experience leading the development and application of advanced modeling and simulation/computational fluid dynamics (CFD) tools and experience with digital modernization and model-based systems engineering tools and methodologies. Knowledge Skills and Abilities: Knowledge of a wide range of advanced multidisciplinary scientific concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance. Knowledge of the mission, roles, functions, organizational structure, and operation of the Department of Defense (DoD), Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Education Basic Requirements 1515: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Basic Requirements for 0801: to qualify for this position you must also meet the qualification requirements listed below: A. Degree: Have a Bachelor's Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. ORB. Education/Experience: Have a combination of education and experience--college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences, and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional Registration. Have current registration as a professional engineer.2. Written Test. Have evidence of successfully passing the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelor's Degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by ABET.3. Specified Academic Courses. Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical, Mathematical, and Engineering sciences and in Engineering that included the courses specified in "A" above.4. Related Curriculum. Have successfully completed a curriculum leading to a Bachelor's Degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and have 1 year of professional engineering experience under the guidance and supervision of a professional engineer. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. You must submit a legible copy of your training plan, performance appraisal and/or a letter from your Professional Engineer Supervisor. The letter must reflect the individuals Professional Engineer License Number. [Note: Your education/experience will be thoroughly evaluated under this provision. To ensure you receive maximum consideration, you should provide detailed descriptions of professional engineering duties performed under the guidance and supervision of a professional engineer; continuing education/training received; evidence of acceptance in the professional engineering field (i.e., patents, associations, published articles, etc.), and any other relevant factors.
