Summary This position is located in Voice of America, Programming Directorate, Broadcast Operations, Operations Support Division, the incumbent serves as the Radio and Television Studios Chief to plan, program, control and coordinate VOA radio and television studio operations in VOA Studio and Production Operations. The incumbent will oversee all radio and television studio supervisors in the Division and will report to the Telecommunications Manager, Operations Support Division. Responsibilities As the Chief, Radio and Television Studios, you will be responsible for duties to include, but are not limited to: Supervises shift managers overseeing the work of employees and contractors assigned to the radio and television studios who function in the areas of assembly, production and broadcasting of programs and program elements in support of the VOA radio and television programming streams. Staff includes, but is not limited to radio broadcast technicians, audiovisual production specialists, floor directors, camera operators, lighting technicians, technical directors, and audio technicians. Supervision includes scheduling and making work assignments, motivating, advising and training staff and evaluating their performance and prepare evaluations. Plans, manages, controls, evaluates and administers studio activities including: the scheduling of individual program elements for the entire broadcast day; customizing of products to the special programming needs of broadcasters/distributors, and international audiences; identifying and setting goals, objectives and requirements; developing and implementing short and long-range plans to ensure efficient and economical operation of studios; providing recording and broadcast facilities in remote locations. Assists in developing and implementing radio and TV technical procedures and policies, and management decisions affecting the VOA organization and its output. Stays informed of international communications developments to advise and assist in the implementation of programming related decisions to ensure that projects and broadcast plans are up to date with state-of-the-art technology and meet the needs of VOA programming. Plans for the development and training of employees, including recommendations of specific courses/experiences to keep staff abreast of advances in the radio and television broadcast industry. Manages funding allocation of the radio and television studio staffing budgets, including assigned Contractors, and determines detailed requirements within the available or allocated resources for staff, facilities equipment, supplies or supporting services. The incumbent participates directly or indirectly in negotiations with third party actions involving the AFSCME 1418 and AFGE 1812, and assists in preparation and evaluation of management positions in relation to union/management negotiations, and ensures compliance with all aspects of negotiated agreements. Makes immediate and independent decisions, and takes actions during any emergency that might cause interruption of VOA radio and television broadcasts. Resolves studio operations issues, mediates disputes, and negotiates disparate points of view, and solves problems to ensure studio needs are met in a timely and efficient manner. Develops contingency plans to enable studios to respond appropriately to urgent needs for special programming. Requirements Conditions of Employment Qualifications Applicants must have one (1) year of specialized experience equivalent to the GS-13 grade level that is in or directly related to this line of work which includes overall responsibility for the operations of the VOA radio and television studios which include the planning, programming, control, and coordination of operations. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. For this position, the following specialized experience is required: Mastery of the most advanced management and organizational concepts, principles, and practices and their application to an international broadcast environment. Expert knowledge of operating characteristics and interoperability requirements for a variety of specialized communications systems, including satellite telecommunications and digital networks Expert knowledge of theories, principles, and concepts of radio, TV and digital media telecommunications. Ability to communicate and negotiate effectively with staff and Agency management to reach consensus and implement programs that affect VOA broadcasts globally. Knowledge and understanding of the basic objectives and program policies of the Voice of America. Education Education is not required for this grade level.
