Job SummaryThe Geographic Information System Analyst II provides professional journey level analysis, programming, and testing to support the City's Geographic Information System (GIS). Maintains user and operating software, performs network administration, acquires hardware, and performs various maintenance.

Job Description

Creates, designs, and implements various maps, GIS numbers, and property descriptions for planning, utilities, and other departments; manages multiple different cases and applications submitted and ensures the necessary mapping and zoning requirements are delivered, reviewed, and established.

Develops ad-hoc maps and reports based upon analysis of water and wastewater GIS information and through geocoding customer-provided information to support internal and external customers; produces docket maps to support wholesale and customers; maintains wastewater map book, docket maps, wall maps, water facility map book, and water "high/low" maps book; regularly exports the Wastewater Map Book to ensure that edits are represented in the PDF documents and wall maps reflect changes to the data.

Provides programming, coding, testing, and analysis to support the continual development and refinement of the City's geographic information systems; ensures quality of other GIS Technician projects and provides feedback for improvement.

Prepares technical and operational reports relative to geographical information models and problems; delivers updated zoning and property description information and checks GIS numbers related; amends dockets, maps, and other exhibits to deliver the most accurate analysis.

Provides guidance to technicians on projects; trains and assists GIS analyst and technicians on the effective use of databases, software, and other GIS equipment and tools.

Coordinates with other divisions to develop GIS databases for their facilities; develops GIS for various customer city meter vaults, pump stations, pressure plane isolation valves, and water and wastewater treatment plants.

Assists in specification development, acquisition, installation and maintenance of software, hardware, and network materials to ensure smooth deployment of the GIS; provides daily, operational support to end user and systems in all areas of GIS deployment and use.

Analyzes current and future software and hardware needs to determine modifications, additions, and deletions to existing system; makes recommendations to improve system reliance and performance.

Creates advanced reports as required based on GIS databases, customer activities, applications submitted, activities, and other GIS related work.

Performs any and all other work as needed or assigned.

Knowledge and Skills

Knowledge of graphics and mapping techniques and procedures.

Knowledge of GIS applications for mapping, notification, and zoning uses.

Knowledge of zoning and land use management including property descriptions.

Knowledge of analytics and methods of analysis.

Knowledge of systems analysis techniques and relational database systems.

Knowledge of computer programming and ability to use geographic information software.

7

Knowledge of various software for use in graphics and mapping projects.

Knowledge of City of Dallas zoning ordinances.

Ability to make field observations.

Ability to operate reproduction equipment.

Communicating effectively verbally and in writing

Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS:

EXPERIENCE

Three (3) years of experience involving the design and/or implementation of Geographic Information Systems (GIS).

EDUCATION

Associate's degree in GIS, Computer Science, or a related field.

EQUIVALENCIES

High school diploma or GED plus five (5) years of the required experience will meet the education and experience requirements.Bachelor's degree (or higher) in any field plus one (1) year of the required experience will meet the education and experience requirements.

OTHER REQUIREMENTS

Experience with ArcGIS that included one (1) or more of the following: Visual Basic, Java, JavaScript, C#, Oracle, SQL Server and/or Python.

Salary Range

$26.38 - $32.04

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
