The duty station for this position is in King County, therefore the incumbent will receive 5% premium pay in addition to the salary listed above.

The Opportunity:The Washington State Criminal Justice Training Commission (WSCJTC) is seeking an innovative and proactive professional who has experience in media relations, publications, and social media content to serve as our Communications Manager. Duties

Duties assigned to this position include (but are not limited to):

Media CommunicationsServe as the Agency Public Information Officer and oversee media relations.Develop and provide training to agency personnel to assist them in on-camera presence.Work to generate proactive media stories to assist stakeholders in understanding the function and responsibilities of the WSCJTC.Develop and provide training on agency publication creation to assure a consistent professional voice, look, style.Reviews, proposes edits, and makes recommendations for publishing of all agency publication materials to be sent outside of WSCJTC.Sets timelines for submission of review/edits of publications to be distributed outside the agency to the media, Legislature, and stakeholder groups.WebsiteOversee the procurement of a new vendor for the WSCJTC website. Communicate with vendor to manage web project and ensure proper updates are completed.Create timeline for conversion to new website and track progress. Delegate deadlines for content review by internal staff and track for compliance.Manage and conduct routine maintenance of web content to ensure it is current, consistent in look, and represents our agency mission, vision, values and goals well.Audit webpages for content. Including checking validity, age, usefulness, format, type, and need. Deleting unnecessary content and reformatting info to stay into a preferred state.Create, design, and implement new web content and page design as needed.Social MediaOversee and create social media content on all platforms including Facebook, Instagram, Twitter, YouTube etc. Delegate to agency staff when appropriate.Create and maintain a database of content to be shared with the public via the media or direct inquiry upon request.Maintain high level (2FA) Security practices.Leverage analytics to broaden the reach of agency social media content.Qualifications

Required Qualifications/Experience:

Bachelor's Degree with focus on Journalism, Communications, English, Technical Writing, Social Media, etc.

at least three (3) years of experience working for a government agency with experience in web content, social media, and publicationsExcellent oral and written communication skillsExcellent interpersonal skills and ability to relate to people of all levels, regardless of race, lifestyle, gender or social-economic status.Experienced trainerHigh energy level with a positive attitude and teamwork skillsExtensive knowledge of agency policies and proceduresExceptionally detail-oriented with strong project, time and organizational management skillsAbility to define and manage several projects and programs simultaneously.Preferred/Desired Qualifications:At least five (5) years of experience working for a government agency with experience in web content, social media, and publications.Experience working in/for a law enforcement agency.Familiarization with photography basics.Experience drafting policies/procedures.Experience managing contracts.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick LeaveFull-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note:

Most agencies follow the civil service rules covering leave and holidays for

exempt

employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement LeaveMost employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
