The Maine CDC seeks a Health Communications Senior Manager to serve as part of a team to administer and manage Maine CDC communications. In collaboration with the Associate Director of Communications and Marketing, this position oversees internal and external communications, responds to public requests for information, drafts and reviews press releases, remarks and presentations, and as well as managing the agency’s online presence and serving as a liaison to a range of committees, work groups, and organizations.

CORE RESPONSIBILITIES

Reporting to the Associate Director of Communications and Marketing, the Senior Communications Manager is responsible for developing and/or executing the strategic communications plan for Maine CDC. The core responsibilities include:

• Developing, implementing, administer, and evaluate statewide health service program communications strategies involving a diverse range of internal and external stakeholders

• Developing and coordinating diversity, equity, and inclusion communication and marketing strategies

• Consults and coordinates with other staff, contracted agencies, health care providers and researchers, health professionals, and other interested groups; and attends conferences in order to explain and discuss program and provide technical assistance.

• Prepares comprehensive reports and funding requests in order to provide required information.

• Analyzes health and vital statistics, survey, and medical record information from providers and other sources in order to determine most effective use of public health resources.

• Presents testimony at hearings, meetings, conferences, provider and consumer groups, and workshops in order to represent the Department and provide education and outreach information.

• Managing public awareness and prevention marketing campaigns for the agency’s six (6) divisions

• Managing the agency’s website, internal communications, and social media presence

• Reviewing and editing agency newsletters, reports, and other publications

• Participating in website development and maintenance

• Reviews and analyzes documents, reports, and records; and assigns or conducts field reviews in order to assess factors pertinent to health care programs, consumer outreach, eligibility criteria, and educational needs.

Minimum Qualifications:

(Entry level knowledge, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).

A Bachelors Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, or Education - AND - four (4) years experience in health program planning, development, implementation, and evaluation - OR - an equivalent eight (8) year combination of education, training, and experience.

Preferred candidates will also have:

• Excellent oral and written communication skills

• Knowledge and experience in public health or related fields

• Ability to manage risk and crisis communications

• Ability to understand and translate public health data and information into consumer-friendly language

• Ability to perform under pressure and meet tight deadlines

• Knowledge of and experience with social medial management platforms

• Demonstrated skill in applying best practices and standards for health communication, page layout, and information design.

• Ability to establish and maintain effective working relationships with a diverse group of internal and external partners

• Demonstrated skill in budget development and monitoring of expenditures.

• Ability to establish and maintain effective working relationships with a diverse group of internal and external partners.

• Proficient computer skills using MS Office, including Word and Excel.

• Familiarity with public records and patient privacy laws
