As part of our ongoing growth and expansion, we are seeking a dynamic and experienced Graphic Design and Communications Specialist to support a contract with NOAA Fisheries' Pacific Islands Fisheries Science Center (PIFSC) Director's Office (DO). This is a full-time position that will take place on-site at the NOAA Inouye Regional Center in Honolulu, Hawaii. The position is anticipated to begin on September 30, 2024. Hiring for this position will be contingent on contract award.

PIFSC is part of NOAA Fisheries, headquartered in Honolulu, Hawaii. The PIFSC has taken a leading role in marine research on ecosystems, both in the insular and pelagic environments. As part of this work, PIFSC has been implementing a multidisciplinary research strategy including an ecosystem observation system, and scientific analysis to support ecosystem-approaches to management and restoration of living marine resources. The science center conducts a wide range of activities including resource surveys and stock assessments, fishery monitoring, economic and sociological studies, oceanographic research and monitoring, critical habitat evaluation, life history and ecology studies, and advanced oceanographic and ecosystem modeling and simulations.

The PIFSC's DO has a requirement for technical/scientific editing services. PIFSC researchers publish and disseminate their research in a number of ways including through scientific publications, conference and educational posters, maps and illustrations. These elements require professional layout/design services across all mediums (print and electronic) that have a clear focus, theme and message for all intended users. PIFSC also develops a variety of scientific communications products including: developing and posting feature stories, website updates, social media content, and development of social media plans.

Responsibilities

TasksThe selected candidate shall be responsible for:• Creation of scientifically accurate illustrations for various projects.• Layout and graphic design of printed materials including: scientific posters, brochures, posters, flyers, newsletters, booklets, fact sheets, creation of infographics (e.g., develop images to convey research data and results quickly and clearly) and other specialized graphics, and other outreach materials as needed.• Scientific communications support including: developing and posting feature stories, website updates, social media content, and development of social media plans.• Providing education and outreach support, strategic planning support, library services support, and printing support.• Ensuring all final products are required to comply with Section 508 of the Americans with Disabilities Act.• Ensure all products delivered in pre-negotiated digital format with final ownership of products and components given to NOAA/NMFS/PIFSC, pursuant to FAR 52.232-32(f).

DeliverablesA monthly status report (in Word or PDF format) shall be included with the invoice. The report shall include:• Summary of work performed including an account of concerns and anomalies.• Volume of work related to graphic design, communications support, and Director's Office support.

Qualifications

Required• Bachelor's degree from an accredited college or university with a major in biology, natural, or social sciences or a related field of study.• Minimum of two (2) years combined hands-on experience providing graphic design and communications support including, but not limited to: creating scientifically accurate illustrations; developing, writing, and copy-editing feature stories; posting website content and updates; website maintenance; drafting and posting social media content; tracking and reporting.

Preferred• Demonstrated ability and experience creating scientific illustrations under the guidance of a scientist.o Completion of a scientific illustration credential program may be substituted for the required experience.• Three (3) or more years of experience with Adobe Creative Suite.• Samples of work demonstrating expertise creating graphic designs and layouts for outreach and education, conveying research data, and/or public dissemination.• Project management experience.
