P E Systems, Inc. has a great opportunity for a Program Director to support the Nuclear Command, Control, Communications (NC3) Technical Advisory and Assistance Services (TASS) office at Hanscom AFB, MA. The individual will serve as the principal customer interface with the contracting authority and the Program Executive Officer management team, ensuring high levels of customer satisfaction and contract compliance. The individual will manage a wide range of technical services disciplines including engineering, logistics, cybersecurity, test management, and operational research analysis.

GENERAL FUNCTION:

Manage the contractor and subcontractor teams in the planning and organizing of program management activities, and/or analyze the efforts of a group of specialists, and /or advise on and perform work related to program management.

Directs and supervises all support resources for the performance of project assignments and activities to ensure projects are taken from initial concept to final implementation.

Responsible for the performance of small non-technical projects or a definable portion of a larger program of which domain is non-technical, such as budgets, procurement, technical writing, and supply chain management.

Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects, including defining project scope, and objectives, conducting project meetings, developing work plans, schedules, estimates, resource plans, and status reports.

Directs and supervises all support resources for the performance of project assignments and activities.

Assist in acquiring follow-on business associated with assigned projects and supporting new business development by leading proposals.

Participates in driving initiatives for achieving established objectives, creating and implementing policies/procedures, and maintaining accountability for project deliverables.

Provides support and effective communication to employees, IT Support, Client Services, and other end users who may be affected throughout the entire life cycle of the project to ensure the quality standards are adhered to and maintained.

Review, analyze, and verify project and vendor deliverables to provide recommendations and solutions.

Supervises personnel from one or more departments, manages candidates’ employment/termination, performance evaluations, salary reviews, and is responsible for the application of company policies and procedures.

May participate and assist in the development and execution of budgets, sales, marketing plans, and serve as the primary or assistant technical and management interface for the company, customer, and senior staff.

Provide technical writing assistance to Business Development, Capture, and Operations staff in support of Request for Information (RFI) and Request for Proposal (RFP).

Lead and/or support the identification of new opportunities and managing a pipeline of valid/qualified opportunities

Lead the effort to qualify and pursue opportunities which could include performing gap analysis, identifying and securing teaming partners, working Non-Disclosure Agreements (NDAs) and Teaming Agreements (TAs), performing opportunity scoring, identifying win themes and discriminators and positioning PES best towards a winning proposal strategy

Support and attend business development events designed to promote brand awareness, develop partner relationships, build customer relationships, and generate business (i.e. networking events, industry days, conferences, seminars).

Provide technical writing assistance to Business Development, Capture, and Operations staff in support of Request for Information (RFI) and Request for Proposal (RFP).

QUALIFICATIONS

Master’s Degree in a related field and ten years of experience in the respective technical/professional discipline being performed, five years of which must be in the DoD

or

Bachelor’s Degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD

or

15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight of which must be in the DoD.

At least 4 years in a management capacity, preferably involving oversight of programs and personnel directly supporting nuclear weapons systems acquisition.

Must

obtain and maintain a government security clearance at the Top-Secret level.

Must

be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, and Access), and other standard (Customer-specified) applications.

Must

be able to transport self to various facility sites, as required. If using your own motor vehicle, must possess a valid driver’s license and proof of insurance.
