Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS SPECIALIST (T32), Position Description Number D2275000 and is part of the AL 117TH Air Refueling Wing, National Guard. ORGANIZATION: 117TH ARW, BIRMINGHAM, AL SELECTING OFFICIAL: COL J. CARR THIS POSITION MAY BE AUTHORIZED A RECRUITMENT OR RELOCATION INCENTIVE FOR UP TO 25% Responsibilities 1. Serves as the principle COMSEC Responsible Officer (CRO) within a strategically-tasked Air Refueling (KC-135, KC-46) Operations Group. Researches and interprets communications security requirements for all peacetime and wartime tasked and contingency missions. Operates a communications security (COMSEC) sub-element, maintaining a ready-library of printed and electronic cryptographic media, equipment, and the accompanying infrastructure required to support the organization's primary assigned aircraft and crew complement. (30%) 2. Provides detailed content to the wing's combat mission folders (CMFs), and forms part of wing's overall CMF validation team. Readies prepared kits of specified communications security materials to be carried aboard and utilized during inflight missions. Provides pre-launch briefings to crews, providing mission-specific communications, identification, authentication, and safe passage instructions for conventional or strategic missions. Debriefs aircrew members and investigates and reports significant events such as communications deficiencies, equipment malfunction, spectrum interferences, or evidence of suspected tampering, loss, theft, disclosure, or other vulnerabilities to U.S. cryptographic systems or classified national security information. (30%) 3. Organization's focal point and principle authority on Communications Security (COMSEC) material training, access, storage, and usage. Serves as the organization's Cryptographic Access Program (CAP) administrator, granting and withdrawing access to U.S. cryptographic and national security information on behalf of the Commander. Maintains familiarity with a breadth of national security and strategic policy in order to develop and implement formal training curriculums for all users. Interprets directive and guidance concerning the administration of all training programs. Develops and implements proficiency training and certification programs for aircrew members, Combat Crew Communications members, and augmenters. Publishes specific local operating procedures, restrictions, and clarifications. Offers authoritative interpretations to Commanders and leaders involving emergent requirements, procedures, or obstacles to success. Standing panel member of the Commander's certification board for nuclear enterprise certified aircrew members. (20%) 4. Performs work within a secure, locked area using both common and uncommon office automation equipment including classified and unclassified computer systems, secure telephone equipment, satellite telephone equipment, media destruction devices, storage vaults, security containers, and intrusion detection systems. Operates specialized portable computer systems, software programs, and electronic key management system (EKMS) cryptographic key delivery systems. Analyzes the communications and Flight Information Publication (FLIP) needs of unit missions and prepares, issues, and retrieves communications kits with the required material for each mission. Posts changes to FLIP products as required by Geospatial Intelligence Agency. (20%) 5. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Air National Guard. SPECIALIZED EXPERIENCE: 1-year equivalent to at least next lower grade level experience, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with the DoD, U.S. Army, or U.S. Air Force telecommunication programs. Education Substitution of Education for Specialized Experience: Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
