The OpportunityWSDOT is currently seeking a skilled professional to serve as the Progressive Design Build Director for the Puget Sound Gateway Program in Seattle, WA. Reporting to the Deputy Program Administrator for the Puget Sound Gateway Program, this position is responsible for management and oversight of all Progressive Design Build (PDB), design and construction administration for the SR 167 Corridor Completion and Gateway Program. This position will have direct supervision over Design and Construction offices managing PDB. The Progressive Design Build Director is a member of the senior management team for the Puget Sound Gateway Program and is responsible for coordinating design and construction administration interface elements with internal WSDOT offices and external partners such as FHWA, Attorney General, Cities and Counties.

What to ExpectAmong the varied range of responsibilities held within this role, the Progressive Design Build Director will:Manage and coordinate the development of Progressive Design Build documents and oversee the contract administration of the Progressive Design Build Contracts.Provide strategic advice to the Deputy Program Administrator and Program Administrator, Program Leadership Team and team of specialized professionals by providing Progressive Design-Build support, identifying issues and solutions and/or consequences, and advising in matters concerning Progressive Design-Build document development, reporting and contract administration, workforce planning, finance and funding, program cashflow, monthly aging, agreement payments, project scope, schedule & budget, project risk analysis, change order processing, and State, Local and Consultant agreements, etc., to ensure Progressive Design Build projects are delivered on-time and within budget.Work closely with the Program Leadership Team, Olympic Region Management, Headquarters Construction and OE&CR, Headquarter Capital Program Development & Management Office (CPDM), Headquarters Budget and Financial Analysis Office, and Toll Division as well as outside agencies to uniformly implement PDB contracts effectively and efficiently.Primary point of contact for all Progressive Design-Build contract document development and construction administration.Provide quality verification of and technical assistance to the Progressive Design-Build Team ensuring compliance of the projects’ contract.Provide oversight and documentation ensuring the environmental and regulatory permits are in place and are followed.Represent the department on construction related activities to the Progressive Design-Build team, Tribes, Sound Transit, local jurisdictions, resource agencies, citizens, and businesses.Coordinate with and facilitate problem solving between Progressive Design-Build team, HQ Construction, Attorney General Office, FHWA and Local jurisdictions.Investigate and assist with the resolution of contractual disputes and claims.

QualificationsTo be considered for this opportunity, the following are

required :Registered as a Professional Engineer in the State of Washington.A valid driver’s license.Ability to understand and follow written and verbal instructions; communicates professionally and effectively, both written and orally with a variety of diverse groups.Experience with contract estimating and negotiations.Knowledge of:Progressive Design-Build Design and Contracting including WSDOT Construction contract Administration procedures, Design and Procurement procedures and policy.Design/Build Design and Contracting including WSDOT Construction contract Administration procedures, Design and Procurement procedures and policy.Quality control and verification principles and tools for major infrastructure projects.Highway and bridge construction.Management principals needed to manage a large professional organization consisting of State Forces, Consultants, Contractors, Local Jurisdictions and Public RepresentativesSkills to:Effectively use independent judgment and make decisions.Analyze change orders and successfully negotiate with contractors.Manage quality verification program for a major construction project.Provide leadership and mentoring to a multidiscipline engineering staff and help administer various agreements for the design and construction of large projects from start of design through final construction.Effective and persuasive speak publicly, including providing information at committees, taskforces, multiagency forums, and public meetings.Effectively plan of workforce needs and activities, recruit staff, manage personnel and coach, mentor, and train staff.Manage preparation of monthly progress reports.Manage DBE reporting and verification process.

It is

preferred

that qualified candidates also have:Bachelor’s degree in civil engineering or closely related field.Five (5) years Design-Build / Progressive Design-Build experience, including contract development, contract procurement and contract administration.Five (5) years Design ExperienceFive (5) years Construction ExperienceBasic understanding of contract lawBasic understanding of environmental documentation and regulatory permitsFederal and State disadvantaged business enterprise (DBE) rules and procedures.

Important NotesThis recruitment may also be used to fill additional positions per business needs.This position offers flexible/hybrid remote work options.The salary listed includes the legislative approved 5% salary premium for positions in King County.In addition to the salary range listed, a general wage increase of 3% will be applied for all state employees on July 1, 2024.In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements.
