Job Description

Under the direct supervision of the Assistant City Manager, this position is responsible for providing research, development, submittal and management of grant programs for the City of Clovis.Typical Duties

Researches, develops and submits grant applications to federal, state, and private sources to support City projects and programs; track grant program schedules.Manages competing demands, performing multiple tasks, working to deadlines, and working occasionally beyond normal business hours.Researches and identifies grant opportunities that meet City needs and are consistent with the City's objectives; writes grant proposals and assists Departments with preparation of grant; collects and develops supporting data and documentation to meet funding agency requirements; facilitates the application process as needed; researches, acquires and maintains City, state and national statistics and resource information to support grant applications.Coordinates administration of grant programs with City Administration, including policy and program development, funding recommendation, grant application analysis, contract development and monitoring; reviews grant financial requirements and accounting information, and coordinates fiscal compliance with funding agency.Coordinates and participates in City meetings related to grant program needs and applications; discusses funding needs to determine feasibility of grant-funded assistance; develops goals and objectives for funding departmental programs and activities; researches sources of financial assistance; identifies staffing, equipment, facilities and related program needs.Identifies grant funding requirements and restrictions; serves as liaison between the City and outside funding agencies and service providers; provides assistance in resolving issues and conflicts with funding agencies.Creates and maintains an accurate system to track grant programs and assists departments with reporting requirements; assists Departments to prepare reports on grant-funded projects as required by funding sources; coordinates activities of large grant funded projects and programs to assure the technical requirements of the participating entities are met, and the City's participation is beneficial and appropriate.Monitors Federal and state legislative trends and issues that affect state and City funding and grant programs; assists City staff in developing partnerships with other agencies in order to expand funding possibilities; responds to requests for information; advises City management on grant program issues and procedures; provides technical information to City staff as authorized; provides assistance to other government agencies and the public within scope of authority.Answers phones for Administration as needed to assist the public or businesses with their needs.

Requirements

Minimum QualificationsBachelor's degree in Public Administration, Business Administration, Humanities, Social Sciences or related field OR three years experience in grant application writing, financial assistance, and research.

Licenses and CertificatesValid Driver's license (equivalent to a NM Class "D")

Working ConditionsWork typically performed in a standard office setting with occasional travel to various worksites and facilities. Regular attendance is an essential function of this position to ensure continuity of services. Occasional work beyond normal business hours. Position is subject to drug testing and regular driver's license monitoring in accordance with applicable State and Federal regulations and City of Clovis policies.

Environmental and Physical FactorsWork is performed in a standard office environment. Stand or sit for prolonged periods of time. Occasionally stoop, bend, kneel, crouch, reach, and twist. Lift, carry, push, and/or pull light to moderate amounts of weight. Use repetitive hand movements, fine coordination and manual dexterity which permits the employee to operate standard office equipment and computer systems. Sufficient clarity of speech and hearing to permit the employee to discern verbal instructions, use a phone, and communicate with others. Sufficient visual acuity which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written materials.Light physical demands; mostly desk work. Frequent to constant use of a personal computer.
