OverviewWe are seeking a

Technical Director

for the anticipated five-year $50-99M USAID Mental Health Activity (MHA) in Ukraine. The purpose of this activity is to accelerate the development of a modern, evidence-based, integrated mental health system in Ukraine that will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst and after the conflict. The Technical Director is responsible for supporting the COP and ensuring compliant implementation of project activities.

ResponsibilitiesAs the Technical Director, you will:

Directly assist the COP in providing technical leadership for project implementation and course correction based on the creation and use of a learning agenda.

Lead the multi-disciplinary technical team, including managers and specialists, who focus on all aspects of MHPSS cascade of care.

Be accountable for the achievement of results, ensuring quality of technical assistance is maintained at the highest standards, and project technical objectives and deliverables are met in a timely manner.

Analyze complex data, identify trends, and make evidence-informed decisions while ensuring dissemination of technical learning across the program and amongst relevant external stakeholders.

Directly supervise Team Leaders, each responsible for the implementation of MHA’s strategic objectives.

Promote partnership and multi-sectoral collaboration.

Ensure timely submission of high-quality work plans, reports, and other products.

Provide high-quality technical support to the central government with the formulation and implementation of guidelines and policies.

Engage technical experts at the home office and STTA consultants strategically to support timely achievement of project objectives.

Serve as Acting COP in his/her absence.

Qualifications

Master’s degree in Public Health, Social Services, Psychology, Psychiatry, Physiology, Medicine or related field.

Minimum eight years of senior-level professional experience in managing and implementing health programs in Ukraine or elsewhere.

Minimum 8 years of demonstrated excellence in a management position in an international health and development context, with specific experience in conflict settings, including direct supervision of professional and support staff, quality evaluation of staff performance and deliverables, and contract/grant management.

Demonstrated understanding of the Ukraine health system landscape and context.

Demonstrated hands-on experience in building government, non-government, and community capacity to address health issues.

Demonstrated leadership capacity to build and lead highly skilled senior experts and supervise staff on a project of similar scale.

Demonstrated ability to build and maintain relationships with senior-level officials, particularly interacting productively, proactively, and comfortably with national and subnational government officials and institutions, NGOs, private sector groups, USAID, CSOs, and donor organizations.

Experience working with USAID or other large international donors preferred.

Strong oral and written communication and presentation skills in English and Ukrainian.
