The partnership brings together leading evidence organizations from across Africa to learn from each other, exchange knowledge and experiences, and jointly problem solve as they strengthen evidence-informed policymaking to accelerate progress towards the Sustainable Development Goals (SDGs).Technical capacity strengthening and policy engagement are led by three initiatives:· The Centre d'Excellence Evidence Policy Action established by the African Center for Equitable Development (ACED)· The East African Regional Evidence Synthesis initiative established by the Centre for Rapid Evidence Synthesis (ACRES)· The Alliance for Evidence and Equity in Policy-making in Africa established by the African Institute for Policy Development (AFIDEP)Each initiative is developing and testing approaches for promoting equitable use of evidence in policymaking, focusing on strengthening capacity and building vibrant country-level evidence networks. They support knowledge translation efforts across different SDG priorities including health, environment and climate change, human capital development, and governance, documenting how these efforts influence policy or program change, and building an evidence base for the most effective approaches. Results for Development (R4D) serves as the engagement and learning coordinator for Africa LEEPS.LEEPS is funded by the International Development Research Centre (IDRC), the William and Flora Hewlett Foundation, and Robert Bosch Stiftung GmbH.LEEPS Communication & Knowledge Management Working GroupWithin the LEEPS partnership, working groups bring together various consortia members to set priorities, exchange knowledge and experiences, and co-develop tools and products. One such group is the Communications and Knowledge Management Working Group, which aims to foster inclusive and collaborative stakeholder engagement across LEEPS partner organizations. This group provides a space for partners to exchange knowledge and experiences on communicating evidence to a diverse range of stakeholders in EIP. The goal of the working group is to identify and address communication gaps and needs in the evidence for policy space by co-developing tools and learning products on effective communication and knowledge management strategies in EIP, with a particular focus on countries in Africa.To support this working group, Results for Development seeks a consultant to conduct a rapid scoping review of effective strategies and approaches for communicating evidence, that are tailored to the unique needs of diverse stakeholders. The scoping review will cover a variety of successful methods and tools used in evidence-informed policy (EIP) initiatives, highlighting case studies and best practices across different contexts and sectors. It will detail the effectiveness of these tools, their purposes, and the stakeholders they serve, supplemented by inputs from consortia partners. This review will be a collaborative process, allowing LEEPS partners to discuss and learn from effective and ineffective communication strategies in the EIP space. The review will provide partners with a toolbox of adaptable strategies to enhance their communication efforts.Following this, the consultant will create a guideline document to help partners identify the best way to communicate evidence to their target audience, understand their evidence needs, and what is the most effective communication strategies, channels, and outputs for various stakeholder groups. This document will offer guidance on designing communication products for diverse audiences, aiming to establish a flexible yet consistent approach to evidence communication, including best practices for creating clear, compelling, and context-sensitive communication products. The consultant guideline document to share with partners will outline:1) How to target different stakeholders in the policy making process2) How to select the most effective communications strategies, channels, or outputs for different stakeholders and contexts3) Guidance on measuring the impact of approaches to track engagement, short-term and long-term results, and the necessary data for assessing progress.Activities, Desired Skills & Experience, and DeliverablesResults for Development (R4D) is looking for a consultant to conduct a scoping review and create a communication toolkit guideline that can guide partners in effectively communicating evidence with different stakeholder groups in EIP. The consultant will work closely with the R4D and LEEPS partners throughout the development and dissemination of the scoping review and communication guideline.Activities· Co-develop a protocol with the R4D team and Africa LEEPS partners for a rapid evidence review scoping of effective communication strategies· Conduct a rapid scoping review of effective communication strategies; including methods and tools that have demonstrated success in EIP initiatives, and outline challenges with current approaches partners utilize· Lead and support outreach to key partners and relevant actors in each consortia to garner input on their current communication strategies and approaches to understand the gaps and needs for the scoping review and guideline document· Develop an output synthesizing the scoping review on effective communication strategies· Present the output to the Communication & Knowledge Management Working group to understand partner needs and priorities for the guidelines to be created· Develop guidelines that draw on consortia partner experiences, inputs and challenges· Create a guideline document that draws on consortia partner experiences to outline how to target different stakeholders, selection process for an approach, and how to measure the approaches' success· Join team check-in meetings with the R4D team as needed to provide routine updates· Serve in additional capacity to support the R4D team as needed and by mutual agreementDesired skills and experience· Previous consulting experience conducting rapid scoping reviews· Expertise in communication strategies and approaches· Knowledge and experience in evidence-informed policymaking in West or East Africa, including work with think tanks, research institutions, or policymakers· Relevant communication and marketing skills related to policymaking· Ability to plan, organize, prioritize work, and multitask under pressure to meet tight deadlines· Strong teamwork skills, including working with teams based remotely across time zones· Attention to detail with the ability to thoroughly review large volumes of literature, logically organize content, and prepare detailed notes and summaries· Problem-solving skills with flexibility and proactivity in addressing unexpected challenges, creativity, and adaptability in identifying solutions· Entrepreneurial spirit· French language proficiency is a plus· Female candidates are strongly encouraged to applyDeliverablesFinal deliverables include:· Protocol & Plan for rapid scoping review· An output summarizing the rapid scoping review· Communication guideline with strategies and approaches tailored to consortia needs and challengesReportingThe consultant will report to R4D’s Senior Communications and Knowledge Management OfficerTimeline and expected level of effortThe consultant is expected to work approximately from August 2024 to December 2024.
