We are seeking a Senior Transition Manager/Transition Plan Writer to join our Transition Management Center of Excellence team in Reston, VA. The successful candidate will join a dynamic and fast paced team that is focused on generating high-quality, winning proposal content.

This position is within the Growth Office's Capture Operations & Excellence, Proposal Operations Group supports Leidos' largest, most strategic bids across the enterprise. As such, this is an exciting role for those that want to make an immediate impact and be recognized for their contributions to our organization. This role is to support competitive captures as a Program Transition SME. The successful candidate will work directly with our Capture Executives, Solution Architects, Program Managers, and Technical Volume Leads to develop Transition Plans to meet the needs of our customers. The successful candidate will be responsible for leading and architecting the development of Transition-in Plans and providing expertise in execution of transitions to all Leidos Sectors, to include Defense Systems, National Security, Civil & Health, Digital Modernization, and Commercial & International.

Primary Responsibilities:
Successful candidates must possess in depth knowledge of program transition concepts and planning, and proven experience as a successful transition manager. In addition, the candidate must have the ability to write in clear and concise language that is compliant and responsive to RFP requirements. Assignments may include marketing publications and proposal documentation such as program management plans, transition plans, and staffing plans. A successful candidate must possess the ability to work collaboratively with solutions architects and subject matter experts, and capture key concepts and ideas, maintain consistency in tone and voice, and use proper English, syntax and grammar.
This individual will be responsible for supporting the successful execution of the Leidos Win Plan, adhering to schedule, participating in strategy workshops, implementing strategies, supporting capture/proposal content reviews.

Required Qualifications:
  • Bachelor's Degree with at least 12+ years of related experience, 6+ years of experience working as a Program Manager or Transition Manager for government program.
  • Expert understanding of program transition approach and concepts.
  • Proven and successful execution of Program Transitions as the Lead Transition Manager.
  • Excellent technical writing skills.
  • Ability to adapt to schedule changes & slips, project re-scopes, and customer directed changes to ensure compliant product delivery.
  • The successful candidate will be able to join new projects quickly and work effectively with a diverse group of others.
  • Teamwork is an essential quality, as is the ability to work effectively while under tight deadlines.
  • Applicants selected will be subject to a government security investigation and must meet eligibility requirements.
  • Candidate must have the ability to travel to support proposal efforts as needed.
  • The position is primarily onsite in our Reston, VA headquarters with potential to telework up to 25% between live proposals. The expectation is to be onsite during proposal efforts, this support to the capture and proposal team may require travel to various locations around the Washington Metro Area. In addition, support to execution teams may require onsite support and travel within CONUS.

Desired Qualifications:
  • Expert Level Technical Writer with Business Development and Competitive Government Proposal experience.
  • TS/SCI security clearance is a plus.
  • PMP Certification
  • Ability to coach and instruct others.

Pay Range: Pay Range $122,200.00 - $220,900.00
