The following information provides an overview of the skills, qualities, and qualifications needed for this role.Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

JOB DESCRIPTION

Under the direction of the Communications Director, the Communications Specialist position will manage the creation and the coordination of broad-based marketing and outreach initiatives through traditional and multimedia strategies and tools. The position will manage projects and work collaboratively across all Divisions within OEWD, city departments, community organizations, partners and external stakeholders including the business community. The role includes the development and implementation of communications and marketing strategies such as the production of print and digital outreach materials that align with Department goals and objectives with equity and inclusivity. It includes the monitoring, tracking and analysis of data to inform strategies that raise awareness and drive engagement of departmental campaigns, programs and projects. The specialist will also serve as a spokesperson, craft talking points, and assist with media relations.

Key Responsibilities:

Assist in the development and implementation of communications strategies and align priorities across the agency.

Manage marketing strategy and maintain, strengthen, and enforce the agency’s brand style guide.

Manage update and enhance online tools including websites (sf.gov), web applications and features and social media.

Lead development and production of outreach materials including fact sheets, brochures, annual reports, budget reports, newsletters, flyers and posters, video/audio productions, and other multimedia materials for external audiences.

Serve as a spokesperson for the Department; advise the Department on public communications and media relations strategy, and develop, coordinate and implement community and media strategies that promote and respond to programs and policies.

Identify and coordinate with divisions on proactive story opportunities for media pitches and placement and for other marketing materials including for the website and social media.

Lead and project manage the preparation and content development of publications and other documents such as press releases, advisories, fact sheets, briefing notes, website content, editorials, social media, budget reports, and brochure updates.

Identify and organize events including meetings, workshops, press conferences, speaking opportunities and other special events and or campaigns.

Prepare press materials, talking points, and key messaging that promote department policies and programs.

Conduct research, track, and analyze data and analytics to measure performance and impact of marketing programs including from digital tools and make recommendations.

Synthesize the collection of communications and marketing data to effectively communicate the outputs/outcomes to key managers.

Develop, administer and track communications related budgets that include, but is not limited to developing cost estimates, completing procurements, and other administrative duties.

Build relationships and work closely with internal and external stakeholders.

Assist with multilingual outreach, as needed.

May supervise interns and vendors, as needed.

Perform related duties and responsibilities as assigned.

Qualifications:

DESIRABLE QUALIFICATIONS

Strong communication, relationship management, analytical, project management, organizational, and interpersonal skills, with experience conveying technical information to clients/the public.

Knowledge and experience with media and ability to story tell.

Ability to work with minimum supervision in a team environment, to manage and meet multiple deadlines with high detail and accuracy efficiently.

Experience in community engagement or community development work in San Francisco neighborhoods.

Ability to work with the public, governmental agencies, and community organizations in a tactful, diplomatic manner; prioritize and manage projects to achieve established goals.

Ability to be proactive, collaborative, strategic, and solution-oriented.

Ability to handle sensitive cases with discretion and tact and respect the right of privacy and maintain confidentiality.

Ability to use good judgment in making routine decisions in accordance with existing laws, ordinances, regulations, ethics and departmental policies and procedures.

Knowledge of policy and the public sector.

High proficiency in MS Office Suite and Adobe Creative Cloud, as well as deep experience using project management, social media management and email campaign software.

High proficiency in MS Word, Excel, and Power Point. Familiarity with Customer Relationship Management (CRM) systems, (e.g., Salesforce is a plus).

Knowledge of issues facing San Francisco’s diverse small businesses, especially Black, Indigenous, People of Color, and/or other marginalized populations.

Proficiency in Spanish, Cantonese, Filipino or Arabic: reading, writing and speaking is preferred.

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
