Job Description

The Proposal Writer will work closely with leadership, operations, and other aligned teammates within Government Medical Services (GMS) to expand our business management team health solutions pipeline and footprint within HHS, DHS, DoD, DoS and other targeted agencies. Develop and maintain relationships with influential primes/subs and medical and strategic partners to drive the program business. This includes developing and executing compelling and compliant proposals to win new business and support contract recompetes.

B. Key Responsibilities:

Write, review, and edit proposals to ensure clarity, completeness, and compliance with RFP requirements

Strong experience in building a compliant matrix

Collaborate with subject matter experts and technical staff to gather information, refine proposal content, and develop discriminators and winning strategies

Ensure all proposals are consistent with the company’s branding and meet quality standards

Strong organization skills with experience and ability to consolidate all proposal files and content within one single location with a file structure and proposal management process

Coordinate and manage proposal development processes, including proposal schedules, kick-off meetings, and review sessions

Ability to closely read all RFPs, RFIs, and other solicitation documents to identify key requirements and develop compliant responses

Excellent time management skills

Manage multiple proposal projects (3-5 proposals simultaneously), ensuring all deadlines are met

Ensure proposals comply with all federal, state, and local regulations and requirements

Experience is responding to data calls, white papers and preparing past performance citations

Qualifications:Qualifications

Required Skills and Knowledge

Excellent writing, editing, and proofreading skills

Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

Skilled in proposal management software

Strong organizational skills and attention to detail

Ability to work under pressure and meet tight deadlines

Ability to work a flexible schedule (Weekend work required)

Good analytical and research skills to develop creative and compliant proposal responses

Strong communication and collaboration skills to work with cross-functional teams

Experience working on healthcare and direct medical care proposals

Required Work Experience

5-7 years of experience in proposal writing and management, preferably for federal government contracts.

Experience working on healthcare and medical direct care proposals

Demonstrated successful track record of supporting and winning medical services contracts for federal and state agencies

Woking knowledge of federal acquisition processes and regulations

Required Qualifications:

Bachelor’s degree in English, Communications, Business, or a related field.

Master’s degree a plus

2-3 years of experience using GOVWIN and or DACIS

2-3 years of experience with Salesforce

Understanding of Cobblestone a plus

Experience using proposal software for compliance checks

Travel Requirements

As required, but can expect up to 10% travel

Compensation: Min $83,000| Max 100,000

Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
