The GIS Analyst is responsible for creating, updating, and maintaining GIS databases, services, web applications, cartographic products, and metadata at a high level. The analyst will perform GIS database development, qualitative/quantitative analysis, and mapping as a member of a local and regional public safety implementation team.Responsibilities:Compile, manipulate, and refine geographic data from a variety of sources and existing maps.Produce detailed, high-quality cartographic products (digital and hardcopy) and accompanying reports in accordance with technical guidelines and client needs.Perform regular quality control checks of spatial and non-spatial datasets to ensure data integrity.Collaborate with team members on project tasks related to GIS database design and management and data visualization.Customize GIS workflow and software programs for data collection, engineering, and environmental applications.Conduct complex GIS data analysis; design and develop various data models (charts, graphs, maps) and/or data analysis reports; implement quality control procedures for all deliverables.Edit GIS data in ArcGIS Desktop applications (ArcMap, ArcGIS PRO).Perform GIS data analysis, cleanup, and manipulation.Publish data to ArcGIS Online (AGOL).Manage, configure and publish maps to ArcGIS Server.Integrate GIS services with Enterprise CAD maps.Load GIS Data to Enterprise CAD via Central Square GIS Link application.Configure maps for Enterprise CAD and Mobile Map (setting up symbology, labeling, scales, etc.).Maintain Street Centerlines geometry and attributes, updating address ranges, elevations for routing, feature type codes, etc.Copy data between Oracle and SQL Server databases; use Python scripting and scheduling jobs to update GIS SDE database.Troubleshoot SQL Server database data quality control.Publish raster tiles for aerial imagery and vector tile packages; create map services and configure maps to display basemap services.Maintain various GIS polygons (response areas, PSAPs, etc.) for local government; work with stakeholders to communicate changes and provide training.Develop GIS web applications using ArcGIS Experience Builder.Manage GIS Data within NG911 data standards; upload data to state GIS Hub.Update and manage ArcGIS Portal.Update and manage ArcGIS Server (ArcGIS Server Manager).Use Oracle SQL (SQL Plus).Utilize GeoEvent Server.Qualifications:Bachelor's degree in geography, GIS, cartography, environmental science, urban planning, or a related field. A master's degree is a plus.Experience with GIS software such as Esri ArcGIS, QGIS, or MapInfo and proficiency in geospatial data formats such as shapefiles, GeoJSON, and KML.Strong analytical and problem-solving skills with the ability to analyze complex spatial data and develop innovative solutions.Proficiency in programming languages such as Python or R and experience with GIS scripting and automation.Excellent communication and presentation skills with the ability to translate complex geospatial concepts into clear, concise, and visually appealing formats.Strong organizational and time-management skills with the ability to manage multiple projects and deadlines simultaneously.Knowledge of industry-specific regulations, standards, and best practices; experience in applying GIS technologies in urban planning, transportation, or public safety is a plus.Skills:Proficiency in editing GIS data in ArcGIS Desktop applications.GIS data analysis, cleanup, and manipulation.Data publishing to AGOL and ArcGIS Server.Management and configuration of ArcGIS Server.Integration of GIS services with Enterprise CAD maps.Maintenance of Street Centerlines geometry and attributes.Proficiency in Oracle and SQL Server databases, Python scripting, and scheduling jobs.Quality control troubleshooting for SQL Server database.Raster tiles publishing and map services creation.Maintenance of GIS polygons for local government.GIS web application development using ArcGIS Experience Builder.Management of GIS Data within NG911 data standards.Experience with GeoEvent Server and ArcGIS Portal/Server management.Working Conditions:On-site (Client) office environment with occasional fieldwork.Interaction with various departments and stakeholders.Requirement to manage multiple tasks and projects under deadlines.
