JOB OVERVIEW

Job DescriptionThe Senate Sergeant at Arms (SAA) is currently seeking a talented Layout and Design Supervisor to lead and supervise Printing Graphics and Direct Mail's (PGDM) graphic design team. In this role, you will provide exceptional leadership, support, guidance, and art direction to assist the team in creating visually stunning print and digital publications. We are looking for an ideal candidate who has extensive experience in leading a creative team, possesses a strong ability to provide creative solutions to fulfill customer requests, can motivate and inspire staff, and has experience scheduling and leading graphic design consultations. Key Accountabilities/Essential Job DutiesProvides leadership, support and guidance to the Layout and Design team. Trains and counsels staff, conducts performance evaluations, and schedules leave. Supervises and leads the Layout and Design team by ensuring the team utilizes state-of the art technology and software applications to conceive and create high quality publications such as, newsletters, brochures, charts, signage, displays, booklets, handouts, HTML Publications, interactive PDF's, fillable forms, and other specialty items for use by Senators, Senate committees and offices. Supervises and leads the Layout and Design team by overseeing the creation of high-end designs, concepts, layouts, and creation of work order requests. Supervises the artistic output of each phase of a graphic design project, as per customer expectations. Provides positive and constructive feedback on design drafts, ensuring they align with projects goals. Assigns tasks and projects to team members based on their skills and expertise and monitors their progress. Assists in developing, managing, and monitoring the operating budget, including current year tracking and short- and long-range budget planning. Other duties as assigned

JOB SPECIFICATIONS

Required EducationBachelor's Degree.

Other Duties/ ResponsibilitiesPerforms duties of Lead Digital Graphic Designer when short staffed and during times of heavy workload.Required Work Experience

Five years of progressively responsible experience in graphic design, which includes at least two years in a lead or supervisory role.Required Special Skills/ Knowledge

Knowledge of modern design and technical software used to create and present content in both physical and digitalformats.Knowledge of, or the ability to learn, departmental rules, regulations, procedures and functions, including policiesand regulations set by the Senate Rules Committee and the Senate Committee on Ethics.Knowledge of modern design and technical software used to create and present content in both physical and digital formats.Knowledge of equipment, computers and relevant software/Web applications, and spreadsheets and databases.Skill in providing customer service.Skill in typography, and color theory.Skill in developing budgets and monitoring expenses.Ability to plan, supervise, assign and review the work of assigned staff.Ability to manage multiple responsibilities and adhere to strict deadlines in a fast-paced environment to meet productivity and organizational goals and objectives.Ability to establish and maintain effective working relationships with Senate staff, including managers, coworkers and subordinates.Ability to communicate effectively.As part of our hiring process, we may conduct a skills assessment to better understand an applicant's proficiency in key areas relevant to the role.

Desired Qualifications

Extensive knowledge in Creative Suite programs such as InDesign, Photoshop, Illustrator, and Dreamweaver, with a proven track record of creating visually stunning designs.Experience with content management, focusing on maintaining, troubleshooting, and expanding digital services through an online web-to-print storefront.In depth knowledge using online proofing systems to post, track, and implement customers' requests on creative designs.Extensive knowledge and experience in using imposition software, ensuring efficient and accurate print production.Demonstrated expertise in overseeing a wide range of print and digital media projects, from concept development to final execution, resulting in high-quality deliverables.Extensive knowledge in HTML and CSS, enabling seamless integration of designs into web-based platforms and ensuring optimal user experience.Extensive knowledge of 508 compliance standards, ensuring accessibility and inclusivity in all design work.Thorough knowledge of USPS regulations, enabling compliance and efficient mailing processes for print materials.Proficiency in writing Standard Operating Procedures (SOPs), ensuring clear and consistent guidelines for design processes, workflow, and quality control.Experience in writing and conducting employee performance evaluations, providing positive and constructive feedback, and implementing performance improvement plans to foster a positive and productive work environment.Working Conditions

Work is performed in an office setting requiring visual acuity for proofreading text and color correctness of work submitted by customers and staff.Must be able to remain in a stationary position to operate a computer and other office productivity machinery.The person in this position needs to occasionally move about inside the office to confer with customers and staff.Frequently moves boxes/ equipment weighing less than 50 pounds for various needs.This position may require the incumbent to be available for sudden recall in response to emergency events affecting the Senate campus/community, which may include after-hour or weekend work, and to potentially deploy to alternate sites in support of the Senate's contingency operations.CONDITIONS OF EMPLOYMENT

To be employed by a Senate employing office in a paid position in the continental United States an individual must:1. Be a U.S. citizen;2. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B);3.
