ABOUT THE SFPUC'S EXTERNAL AFFAIRS BUREAU

Under the leadership of the Assistant General Manager, the External Affairs Bureau is responsible for disseminating the policies and programs of our agency to stakeholder groups including our commissioners, elected officials, the media, businesses, community organizations, residents, and employees. We advocate on behalf of the agency by conveying the core messages of the agency clearly and engaging through a timely and transparent process. Our goal is to improve awareness and understanding of the agency's mission, build long-term partnerships, and strengthen the common identity of our employees.

ROLE DESCRIPTION

The Director of Communications leads all communications for the SFPUC and will directly manage all functions and activities of the Communications Division within the External Affairs Bureau. They are responsible for setting organizational policies, priorities, and objectives for the Communications division; providing leadership and direction in developing new communications programs; and directing and coordinating a comprehensive public and internal communications program. As part of the External Affairs Management Team, the Communications Director will be expected to function at the highest level of management and provide highly specialized professional functions within the Bureau and Agency. The position will work directly with the External Affairs Directors to refine the Bureau's strategies, planning processes, and implementation methods for maximizing positive public and stakeholder relations. In addition, the Communications Director works directly with the SFPUC Executive Team and the Mayor's Office to provide leadership and strategy on highly visible communications matters.

Essential duties of this position include, but are not limited to, the following:

Develop key strategies for all communications across the Agency.

Ensure high quality work is produced by the Communications Division.

Work closely with the SFPUC Executive Team on media related issues.

Manage, motivate, and ensure accountability amongst Communications Division.

Manage communications consultants and contracts and ensure capital project communications strategies and efforts are aligned with Agency communications goals and outcomes.

Provide support to AGM's high priority projects and initiatives and provide guidance to the AGM and EA Management Team on a variety of public relations and strategic communications issues.

Develop and approve key strategies for all the communications efforts across the Agency.

Manage and support interrelated communication programs and projects to meet Agency's overall objectives.

Identify opportunities to positively position the Agency within the public realm using media, etc.

Develop and deliver effective messages to support organizational needs.

Ensure that the organizational structure within the Communications Division is aligned to deliver high quality service to the Agency.

The 0941 Manager VI, Director of Communications will perform other related duties and responsibilities as assigned.

Nature of Work:

May be required to work nights and/or weekends.

Working Relationships:

This position will work closely with the General Manager, Deputy General Manager, Assistant General Managers, Communications staff and media.

MINIMUM QUALIFICATIONS:

Education:

Possession of baccalaureate degree from accredited university or college preferably in Communications, Media, Journalism, Public Relations, Advertising, Marketing, Public Affairs, or closely related field. AND

Experience:

Four years of verifiable managerial and administrative experience planning a comprehensive and multi-faceted communications program. All of this experience must include supervisory experience.

Substitution:

An advanced degree preferably in Communications, Media, Journalism, Public Relations, Advertising, Marketing or Public Affairs can substitute for one (1) year of experience. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications:

Experience leading internal communications for a large organization with multiple worksites.

Experience supervising a communications group, including recruiting, hiring, training, and retaining mid-level managers.

Experience leading technical communications related to large multibillion-dollar capital/infrastructure programs and projects.

Experience drafting, procuring, and project managing technical communications requests for proposals and contract documents, setting up and managing significant task orders, invoices, and deliverables within multiple, disparate operational, implementation, and reporting systems.

SELECTION PROCEDURES:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):

This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience, and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

Ability to develop and implement communications strategies and programs, provide recommendations on a variety of complex issues impacting the SFPUC including drafting press statements, talking points, etc.

Ability to manage, administer, and coordinate complex projects and activities from start to finish.

Ability to manage and coach diverse staff by overseeing projects, delegate responsibility, set priorities and identifying and resolve problems. Ability to be accountable and hold others accountable.

Ability to alter approach to best address different people and situations; react appropriately to changing conditions or priorities; respond positively to change.

Passing Score: Candidates must obtain a passing score on the Supplemental Questionnaire in order to be placed on the score report for positions in this job Class.

The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

This pool of candidates on the eligible list may be used to fill additional vacancies in this class.

The duration of the eligible list resulting from this examination process will be of

months, and may be extended with the approval of the Human Resources Director.
