Summary About the Position: You will serve as the Joint Electromagnetic Spectrum Operations Cell (JEMSOC) Information Officer (IO)/Electronic Warfare (EW) Plans Action Officer (AO) and is responsible for developing superior electromagnetic spectrum (EMS) theater capabilities, evolving to an agile and fully integrated EMS infrastructure; AND advise the Combatant Commander (CCDR) on total force readiness in the EMS, securing partnerships for EMS advantages, and establishing effective EMS governance. Responsibilities Responsible for implementing the electronic warfare (EW) program across USSOUTHCOM to include development, implementation, and oversight of deliberate and crisis action EW planning, planning resources, assessment, and exercise participation. Oversee EW in current and future operations taking into consideration nontraditional capabilities (e.g., information operations (IO), space, special operations, and special technical operations (STO)) within the USSOUTHCOM AOR. Provide expertise on EMS strategy, emerging partnerships, and on-going development of activities concerning EW and electromagnetic spectrum operations (EMSO) management; AND serves on operational planning teams (OPTs) developing EW-related plans. Advise the JEMSOC chief on all aspects of EW with a focus on operational and tactical cyberspace, EW and EMSO; AND develops and reports to higher management estimates of budget requirements. Oversee integration of EW and other information related capabilities (IRCs) of USSOUTHCOM theater, campaign, concept, regional, country specific plans and operations; AND views supporting plans for technical accuracy and EW content. Integrate operations security (OPSEC), influence operation concepts, military deception (MILDEC), special technical operations (STO), and strategic communication (SC) strategies in accomplishing objectives and planning development. Ensure the USSOUTHCOM IO and EW plans are supportable within the spectrum management architecture; AND assists and coordinates the resolution and deconfliction of spectrum conflicts when required. Provide EW staff estimates, initiates, directs, coordinates, and participates in determining requirements while implementing concepts and achieving capabilities envisioned to support operations. Maintain technical proficiency through continuous research and training; AND attends conferences, briefings, and seminars related to IO and EW planning, advanced technologies, and support system concepts. Provide input and advice concerning the planning, programming, budgeting, and execution system (PPBES) and resourcing processes for developing and reporting to higher management estimates of IO and EW budget requirements. Specialized Experience: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes providing practical knowledge in applying Electronic Warfare (EW) analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Joint Electromagnetic Spectrum Operations (JEMSO) program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission operations, deployment, rescue, acquisition, weapon system/training device upgrade/modification, PPBS, special operations, or similar operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Planning and Evaluating Spectrum Management Telecommunications Project/Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
