Summary The Administrative Officer for Ambulatory Care Service is organizationally aligned under the Associate Chief of Staff (ACOS) for Ambulatory Care and supports Ambulatory Care service in data collection, data analysis, employee training, staff management, and implementation of Ambulatory Care programs and initiatives, as directed by the ACOS for Ambulatory Care. This announcement is for a temporary detail/promotion NTE 120 days. . Responsibilities Duties include but not limited to: Program Administrative and Data Management Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Analyses and prepares program status reports for review at all levels. Develops recurring and special reports, analyzes trends, and patterns and determines the impact of new requirements on the Ambulatory Care Service as a whole. Identifies areas requiring improvement, performs follow-up actions as necessary and makes recommendations to the Ambulatory Care Leadership. Uses established analytical techniques and precedent studies to gather narrative or statistical information. Identifies and develops data required for Ambulatory Care Service use by recognizing resources (staff, funding, equipment, supplies, etc.) used to support varied levels of program operations. Independently or with minimal guidance, accurately identifies intrinsic issues in assigned areas, collects essential data, and conducts analysis of information gathered. Independently develops procedures and policies to implement approved changes and develops operational specifications. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objective. Prepares and presents briefings and information to management officials for assigned areas to ensure comprehensive program coverage and effective interface among all Program functional elements Oversees the administrative and human resource management functions. Performs back up time keeping duties. May accompany Ambulatory Care Leadership to formal or informal meetings and conferences where key issues are discussed: presents findings and recommendations to representatives of affected offices. Training and Program Support Implements and provides support for Ambulatory Care programs assisting in patient care and increased efficiency of functions. Coordinates the software installation process and manages and trains the Primary Care staff at the sites of care as needed. Responsible for the acquisition of various office, Tele health supplies and equipment. Incumbent will provide recommendations for the Ambulatory Care orientation material/program. Coordinate two-week Service level orientation for all newly hired staff. The incumbent will also have knowledge and ability to train staff on Ambulatory Care scheduling guidelines. Travel to sites within VA North Texas Health Care System is required to ensure efficient Program Support. Works with supervisors to ensure staff adherence to schedules, scheduling exceptions to daily routines, and accommodating walk­ in patients ensuring adequate access. Supervision and Personnel Management Exercises supervisory personnel management responsibilities over portions of the administrative section. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Develops, modifies, and/or interprets performance standards. Travel to sites within VA North Texas Health Care System is required to ensure efficient Program Support. Maintains communication with supervisors and staff on staffing changings throughout the day. Works with supervisors to ensure staff adherence to schedules, scheduling exceptions to daily routines, and accommodating walk­ in patients ensuring adequate access. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade-increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or· arranges for training (formal and on-the-job) to maintain and improve job performance. Recognizes and acts to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of human resources. Explains classification determinations to subordinate employees. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: (a) Exercising supervisory personnel management responsibilities, informing employees of policies, procedures, and directives of management. (b) Resolving employee complaints and escalating if needed. Initiating actions to correct performance or conduct problems. (c) Overseeing the selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. (d) Coordinating the collection of data, conducting interviews, analyzing information, and developing written report. Physical Requirements: : The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
