Summary This position is located in the Department of State Ralph J. Bunche Library Division (A/GIS/IPS/LIBR). The library is the oldest federal library, founded in 1789 by Thomas Jefferson, the first Secretary of State, and houses books, journal volumes, rare books, and special collections that comprise a major research resource for history of the Department, bilateral and multilateral relations, world trade, and international law. Responsibilities Staffs the Library’s Information Desk during assigned hours, providing ready reference services for library users. Performs the full range of circulation desk duties, including patron registration, charging materials to patrons, and discharging returned items, renewals, and processing holds. Provides Interlibrary-Loan services, including identifying, locating, and borrowing items from other libraries. Assists users with access to reading room computers, responds to requests for assistance with printers, and solves basic computer problems such as adding paper or clearing a jammed printer. Processes all materials purchased or received for the Library’s collections, ensuring that each item is appropriately labeled, covered, and ready for use by Library clientele and staff. Provides administrative support for Library events including, but not limited to preparing and distributing publicity materials, and providing logistical support for event set-up. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. Applicants applying for the GS-07 grade level must have at least 1 full year of specialized experience equivalent to the GS-06 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience performing circulation desk duties that include charging library materials in and out using manual or automated systems. Experience with library databases and collections in order to locate materials requested by patrons and borrowing libraries. Experience performing Interlibrary-Loan services, including identifying items where requests are frequently incomplete or contain incorrect citations. Library experience required. Education Substitution: As a general rule, education is not creditable at this level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Applicants applying for the GS-08 grade level must have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience performing circulation desk duties that include charging library materials in and out using manual or automated systems. Experience with library databases and collections in order to locate materials requested by patrons and borrowing libraries. Experience performing Interlibrary-Loan services, including identifying items where requests are frequently incomplete or contain incorrect citations. Experience training new library staff in the policies and procedures of circulation, automated circulation systems, interlibrary loan module, and use of the online catalog. Library experience required. Education Substitution: As a general rule, education is not creditable at this level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
