Care’s mission is to provide access to quality health care for Los Angeles County's vulnerable and low-income communities and residents and to support the safety net required to achieve that purpose.Job SummaryThe Lead Systems Configuration Report Writer Analyst serves as a subject matter expert for the preparation of critical analyses and queries to help ensure the timely, appropriate configuration of the L.A. Care Health Plan Core Systems and related surround systems, applications, and databases (e.g., Clinical Care Advance (CCA), PCT, PDM, QNXT Migration Utility, Claims Test Pro, etc.). This includes, but is not limited to:- Working closely with the Senior Director, Directors, Managers, and Leads on reporting mechanisms that help to ensure the integrity of the pre- and post-implementation and ongoing maintenance of the systems configuration and the timely, accurate delivery of that information to applicable stakeholders.- Overseeing and leading the analysis of the systems configuration as well as performing technical and analytical work to support the functional and reporting requirements of the department.- Leading and trouble-shooting complex issues for the Configuration Report Writers/Analysts.- Assuring that the team completes related critical analyses and queries timely and in accordance with requirements, etc.- Interfacing and collaborating with peers within and outside of the department and the organization to support configuration management best practices, systems enhancement processes, and management of the system configuration life cycle management project/program plans.- Identifying and assisting with implementing/enhancing systems and process improvements and best practices.The Lead Systems Configuration Report Writer/Analyst also collaborates with the Senior Director, Directors, and Managers on :- Hiring, training, coaching, and evaluating the staff.- Assessing and overseeing staff productivity, including the quality and quantity of work.DutiesLead the preparation of critical analyses and queries for pre- and post-implementation and ongoing maintenance of the configuration of the core systems and related surround systems, including, but not limited to: Assisting staff with complex issues. Assure that the team completes critical analyses and queries timely and in accordance with requirements, etc. Assessing and overseeing the quality and timeliness of the work. Recommending and facilitating the development, implementation, and/or enhancement of systems and process improvements and best practices. Providing timely updates, feedback, etc. to the Senior Director and Directors of staff performance, process and systems issues encountered/resolved, etc. Collaborating with the Senior Director and Directors on hiring, training, coaching, and evaluating the staff.Oversee and lead the analysis of the systems configuration. Perform technical and analytical work to support the functional and reporting requirements of the department. Identify and assist with implementing/enhancing systems and process improvements and best practices.Interface and collaborate with peers within and outside of the department and the organization to support configuration management best practices, systems enhancement processes, and management of the system configuration life cycle management project/program plans.Perform other duties as assigned.Duties ContinuedEducation RequiredBachelor's Degree in Business Administration or Related FieldIn lieu of degree, equivalent education and/or experience may be considered.Education PreferredExperienceRequired:At least 5 years of experience working with data in a reports development role, utilizing multiple software applications and direct experience developing reports derived from a SQL or Oracle database.At least 3 years of lead experience (process, program, or staff).Preferred:10 years programming and data analysis experience in a healthcare setting with at least 10 years of experience working with data for Medi-Cal, Medicare, Market Place/Exchange, Commercial and Individual lines of business and other related government-funded/sponsored healthcare programs.Prior experience working with healthcare eligibility, provider, claims, encounters, etc. data and files.Prior experience working with core legacy systems and surround systems implementations and upgrades.Prior experience working within a project management structure.SkillsRequired:Solid understanding of software development methodologies and ability to assess appropriate methodologies for the work assigned to the department.Excellent communication skills, strong analytical and coaching/mentoring skills, team building skills and the ability to work effectively with diverse team members.Ability to perform extensive root cause analysis of problem areas and recommend alternative solutions.Ability to work in an environment where critical time constraints exist.Licenses/Certifications RequiredLicenses/Certifications PreferredRequired TrainingPhysical RequirementsLightAdditional InformationSalary Range Disclaimer: The expected pay range is based on many factors such as geography, experience, education, and the market.
