Summary The Atlantic Oceanographic and Meteorological Laboratory (AOML) conducts research in tropical meteorology and oceanographic investigations centering on the transport, composition (thermal and chemical), structure and dynamical processes of ocean and coastal water masses; global climate change; fluxes of energy, gases, and materials through the air-sea interface; and integrated coastal ecosystem management that focuses on the Atlantic Ocean basin and surrounding areas. Responsibilities The AOML Director is responsible for definition and direction of research programs required to advance the state of knowledge relating to issues such as climate variability and change, hurricane and ocean forecasting, and integrated coastal ecosystem management and recommend revisions to policy or initiate proposals for new policy to provide for the successful accomplishment of AOML and related NOAA programs. The Director must be knowledgeable in the capabilities of, and respected by, the oceanographic and meteorological research communities. The Director of AOML is responsible for planning, directing, and evaluating the operation of the Laboratory; coordinating the planning of research across NOAA and with the research community more broadly; providing general guidance to scientific program managers; appraising the progress of missions; ensuring the transition of research into operational NOAA capability and information services; administering resources in accordance with priorities; and authorizing and conducting negotiations with other agencies for compatible scientific investigations. The Director is responsible for ensuring efforts are well integrated into NOAA's overall research plan and for providing research excellence in the areas of research being conducted at AOML. The Director will recommend revisions to policy or initiate proposals for new policy to provide for the successful accomplishment of AOML and related NOAA programs. The Director also has the responsibility to foster a safe work environment for all employees with an on-going focus on diversity, equity, inclusion, accessibility (DEIA), safety and health issues, and ensuring continuity of operations. The Director is responsible for providing expert scientific and technical direction, conceptual development, implementation, and management of an integrated program that is responsive to identified National and agency needs for the study of environmental processes that have impact on the conduct of NOAA's mission. The Director is also responsible for all operational aspects of AOML including financial management, budget development and justification, contract and financial assistance administration, inventory control, personnel management, and facilities management. The Director serves as a spokesperson for AOML, OAR, NOAA, and the Department of Commerce among top level scientists of other agencies in meetings leading to the identification of significant research projects and the establishment of objectives. The Director chairs and/or serves on committees that greatly influence the direction of scientific research. The Director, AOML will be as an internationally recognized expert in physical, chemical, and biological oceanography, air-sea interaction, and tropical meteorology, opinions and technical positions that will contribute greatly toward the development of policies and programs within other agencies. Requirements Conditions of Employment As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Key Requirements: 1. Incumbent may be subject to geographic mobility. 2. Ability to obtain and maintain a Top-Secret clearance. 3. Qualifications To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. ECQ 4 -Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5-Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Professional/Technical Core Qualifications (PTQs): PTQ 1 - Broad knowledge of current Tropical Meteorology, Climate, Coastal and Ocean Research and understanding current methods, challenges, problems, and issues in these scientific fields. PTQ 2 - Demonstrated senior-level experience and ability in the areas of organizational analysis/assessment and management principles and practices associated with program planning and execution for a scientifically and technically complex organization that operates within a DEIA framework. PTQ 3 - Demonstrated ability to sustain and expand research leadership, through partnerships with national and international research organizations and stakeholders, effectively communicate the importance and results of environmental research, and transition world-class research into operations, applications, and information used by decision makers. A degree in Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering sciences such as mechanics, dynamics, properties of materials, and electronics. Or B. Combination of education and experience education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Additional Information Background Investigation: This position is designated as Top-Secret security and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
