Acts as the point of contact with the general public for emergency situations, accidents, complaints, etc.LEVEL OF WORK:Entry.SUPERVISION RECEIVED:Direct from a Communications Officer Supervisor or higher-level personnel.SUPERVISION EXERCISED:None.LOCATION OF WORK:Statewide.JOB DISTINCTIONS:Differs from Communications Officer 2 by the absence of experienced-level duties.Examples of WorkThis position is located in the Office of Forestry within the Louisiana Department of Agriculture & Forestry. The Communications Officer manages and assists Forestry Dispatch in the completion of day-to-day activities. The Forestry Dispatch offers support to the six districts within Forestry. Supervision for this position is received from the Assistant Commissioner of Forestry.50%Maintains all standards set by Office of Forestry. Participates in monitoring the location and status of field personnel by radio on a regular basis and dispatching additional personnel to assist with handling certain situations, as needed. Receives, analyzes, prioritizes and initiates response to incidents that require immediate attention. Maintains and operates a Computer Aided Dispatch (CAD) system. Maintains the integrity of the radio system database. Monitors and coordinates the usage of a statewide radio system and utilizes all options and capabilities available in a central communications console. Maintains and updates information regarding fires in district areas daily; ensures that this information is forwarded to the proper personnel. Assists the public by researching, locating, printing and providing fire reports when requested.30% Participates in receiving fire information by telephone and two-way radio, and transmitting messages based on this information to the appropriate personnel; participates in the receipt and transmittal of wildland fire information and handles communication requests from key personnel. Participates in the maintenance and operation of radio, telephone, communication logs, computer and any other pertinent data. Ensures that proper procedures are followed in routine and emergency operations. Performs routine check on communications equipment including capabilities and options available in central communications radio consoles remain functional. Provides technical advice on personal computer-based operations and the operations of the radio system. Proves technical assistance to local, state and federal agencies in proper utilization of the equipment. Maintains records entered in the system by users. Maintains and updates monthly reports as needed.15%Monitors state and national participation to ensure compliance with policies and operational procedures. Participates in the mandatory training program as a Communications Training Officer (CTO) to train newly hired communication officers. Writes a variety of reports.5%Possesses technical knowledge of personal computer-based operations and operational design of a radio system. Completes proper paperwork to add, delete, and change radios. Compiles data for stats and forwards information to proper authorities. Contacts the proper personnel to disable/enable radios to maintain the security of the radio system. May operate Forestry’s system at potentially life-threatening disasters sites. May be required to be on 24-hour stand-by, with limited response time, during high alert incidents or natural disasters. Notifies key personnel to ensure public safety in potentially life-threatening situations. Enters and modifies and computerized records as directed by supervisor. Ensures that the proper paperwork is filled out prior to transactions being completed; is tested and recertified every two years for user access into necessary databases.
