Responsibilities You will serve as a TELECOMMUNICATIONS SPECIALIST in the COMMUNICATIONS SECURITY BRANCH (N642) of the MILITARY SEALIFT COMMAND (MSC) located in NORFOLK, VA. You will serve as Subject Matter Expert on secure communications systems, and contribute a degree of originality, expertise and technical competence to the research, analysis, development and interoperability of secure telecommunications systems. You will administer Communications Security (COMSEC) resources and Life Cycle Management (LCM) requirements for all COMSEC equipment held and deployed across MSC. You will assess the effectiveness of current processes and procedures to plan, design and operate secure telecommunication systems. You will execute processes and procedures, based on command policy for the delivery, handling, operation, accountability, and disposition of COMSEC material. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience implementing policies and procedures to manage the Key Management Infrastructure (KMI) system. Experience managing the planning, implementation, and operation of secure communication systems and having an in-depth knowledge of COMSEC management, project management, and customer support principles and methodologies. Experience applying an in-depth knowledge of command communication security requirements sufficient to implement control measures, perform risk assessments and provide quantitative justification for administrative and physical security controls. Experience analyzing, evaluating, and resolving problems and recommending physical or logistical considerations to resolve and communicate information and ideas to management both orally and in writing. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GS-11: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion 3 full years of progressively higher level graduate education leading to such a degree OR Possession of an LL.M., if related. OR A combination of experience and education as described above that equates to one year of experience. NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. The incumbent is required to obtain the foundational qualification within 9 months and the residential qualification within 12months of appointment and maintain qualifications as described in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Participation in a continuous professional development program, completing an annual 20-hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Incumbent may be required to participate in training events scheduled outside of normal work hours. Incumbent is required to adhere to restrictive security procedures while in communications operations areas. This position is covered by the Department of Defense Priority Placement Program.
