Using a comprehensive set of communications tools and platforms, combined with a diverse mix of staff talent, we work cooperatively with internal and external partners to tell Chesterfield's story and ensure accessibility in a variety of formats including social media, podcasts, blogs, direct marketing, media relations and the county's website. Constituent and Media Services plays a vital role in connecting and engaging with residents.

Job Position OverviewThe award-winning Constituent and Media Services Department's Communications and Media Division is looking for a Digital and Media Relations Manager. This position will work closely with the department assistant director, and at times the department director, and oversee the day-to-day operations of the public information, creative content and digital media sections of the division, in addition to some internal communication strategies.

The Digital and Media Relations Manager will play a vital role within the division and use solid project management skills to collaborate with staff and drive greater awareness of Chesterfield's programs and services among Chesterfield's nearly 370,000 residents, while proactively keeping the county's 4,000 employees informed. We are looking for someone who finds creative ways to tell stories, but also is strategic and will showcase Chesterfield in ways that engage with audiences and help maintain the county's well-earned reputation throughout the community and region.

Duties and ResponsibilitiesThe Digital and Media Relations Manager is responsible for the following functions:• Oversees the public information, creative content and digital media sections of the division • Oversees the development and implementation of the county's internal and external communications strategies to ensure clear and effective messaging that reaches the right audiences at the right time, using the right platforms.• Analyzes team priorities and resources, and recommends adjustments as needed• Optimizes department procedures, business processes and analytics reporting• Leads staff to provide excellent customer service, thinks innovatively about solutions, and tries new ideas with minimal risk, while helping them develop their career paths and enhance their skill sets• Assists the department's director and assistant director with high-profile projects involving elected officials, county administration and key stakeholders• Prepares the team to respond to emergent events or crises, such as weather events

Education and ExperienceA bachelor's degree in communications, public relations, journalism, English or related field; five years of experience, including one year of supervisory experience working in a fast-paced, high-profile communications/marketing environment; or equivalent combination of training and experience.

This is a management position. In addition to supervising a team of people, the successful applicant will also manage the county's overall public information, creative content and digital presence, and will have a major impact on how issues, programs, and services are presented to the public.

A successful candidate will:• Have proven decision-making and critical thinking skills with an ability to lead through change• Be open, honest and have great integrity with the ability to work well in large groups, small teams or one-on-one, and motivate a group to achieve a common goal• Have excellent project management skills with the ability to multitask and prioritize to deliver high-quality projects on deadline• Have exceptional personnel management skills and can ensure all policies, processes and procedures are followed• Ability to be a strategic thinker - someone who can see the big picture and the small details at the same time and understand how the pieces fit together• Ability to operate during stressful situations and evolving crises, consistently acting with professionalism, calmness and a focus on achieving goals and objectives• Have experience working with media at all levels and understand how to respond to inquiries accurately, effectively and in a timely manner• Have extensive knowledge and experience using digital/social media platforms, specifically but not limited to: YouTube, Facebook, Sprout Social, Twitter, Instagram, Nextdoor, LinkedIn and Canva• Have excellent writing skills and knowledge of AP Style• Proven knowledge and experience in news release writing and web writing• Knowledge of blog writing and podcasting• Experience creating online newsletters• Experience effectively using paid advertising strategies• Be proficient in Adobe Creative Suite and Microsoft Office Suite• Experience working with elected officials and/or a Board of Directors or similar positions• Experience responding to questions and citizen concerns and complaints in a timely manner• Ability to plan and coordinate public relations activities to communicate programs or events, including hosting press conferences and facilitating media interviews

Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.

Pre-employment drug testing, FBI criminal background check and education/degree verification required.

Local government is a 24/7 operation. This means there are meetings and events that often occur outside of regular business hours. You will cover some of those events or meetings. In the event of inclement weather or other emergencies, you will be expected to work outside of regular hours to put out critical public information.
