We are looking for an individual who has a passion for serving Idahoans and a deep understanding of Idaho’s economy and labor market, as well as excellent communication, leadership and management skills. Under the supervision of the Administrative Services administrator, this position is an executive leadership role responsible for managing the operations of the Research and Analysis, Public Affairs and Communications teams.Applicants must be authorized to work for any employer in the United States. The Idaho Department of Labor is unable to sponsor or assume sponsorship of an employment visa.The Idaho Department of Labor operates under the direction of a Governor-appointed Director.The agency offers an excellent benefits package, as well as a commitment to work-life balance.Successful completion of a background check is required as a condition of employment.For questions regarding this position, please contact Matt Warnick ([email protected]).DutiesStaff Supervision / Project Management+ Hire, supervise, and evaluate staff; monitor performance.+ Resolve employee relations issues and ensure effective communication and collaboration.+ Identify funding opportunities, review and approve project plans and budgets, and manage projects to plan.+ Review and approve the annual budget and staffing for the bureauResearch and Analysis+ Manage Idaho’s cooperative agreement with the Bureau of Labor Statistics (BLS) and serve as Idaho’s BLS agent.+ Oversee development, maintenance, and communication of agency administrative orders.+ Ensure federal Unemployment Insurance reports are turned into U.S. Department of Labor (USDOL) on time and meet expectations for quality.Labor Market Information Delivery+ Oversee development and administration of the agency research agenda.+ Oversee staffing, management, and deliverables for a variety of USDOL grants.+ Develop and meet goals for delivering relevant labor market information to the public.Internal Communications & Agency Outreach+ Develop and execute strategic outreach plans based on market research.+ Identify when outreach projects require contractor support.+ Manage relationships with contractors.+ Coordinate internal and contracted outreach projects, including monitoring budgets and meeting deliverables.+ Oversee the design, development, and maintenance of agency websites and print materials.+ Oversee media relations and news release distribution.Records Management+ Manage and respond to public records requests, legal requests, and law enforcement.+ Maintain interagency data sharing agreements and compliance.*MINIMUM QUALIFICATIONS:You must possess all the minimum qualifications below to pass the exam for this position. Failure to provide this information may disqualify you from being considered for this position.Experience+ Experience managing staff and programs.This is typically gained through one (1) year of experience managing staff and programs.+ Experience administering policies and procedures.This is typically gained by two (2) years’ experience administering policies and procedures.+ Experience assessing project progress toward goals and project outcomes.This is typically gained through at least three (3) years of experience assessing project progress toward goals and project outcomes.Responsibility for planning and implementing a statewide program may also be considered as qualifying. If applicable, describe the nature and scope of the program.+ Experience interpreting and applying federal and state laws, regulations, and/or directives.This is typically gained through successful completion of college-level business or public administration coursework, supplemented by at least two (2) years of professional experience OR at least three (3) years of professional experience where a primary job responsibility was to research, interpret, and apply state and/or federal laws, regulations, and/or policies to employees, legislatures, special interest groups and/or the public.+ Experience preparing and presenting oral presentations to groups.Typically gained by at least one (1) years’ experience preparing and presenting oral presentations to groups.Preferred Qualifications+ Ability to identify and resolve complex problems.Typically met through at least two years of experience in project management, change management, workflow process development, or cost-benefit analysis.+ Experience using computer database, statistical analysis, or spreadsheet software applications to make inquiries or extract data.
