Summary This position is located within the Public Affairs and Medical Media Office at the Corporal Michael J. Crescenz VA Medical Center (CMCVAMC) in Philadelphia, PA. Responsibilities ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to, the following: Performs graphic design and visual communication planning and development, web design and content management along with photography and videography; Assists in the technical management of content, quality, design and style of the Crescenz VAMC Internet and Intranet web sites; Serves as visual information expert performing work involving communicating information through visual means for public affairs activities and medical/scientific/leadership presentations; Determines the most effective visual strategies for communicating information to the target audiences; Produces original illustrations, logo designs, and other original art illustrations via computer illustration and freehand technique; Maintains facility-wide SharePoint sites to ensure content reliability and hyperlink function; Researches and evaluates new and emerging methods for web product development; Uses a variety of cameras, photographic media, lighting equipment and related processes to accomplish varied medical/general photographic assignments; Uses microcomputers to create and arrange images and text suitable for publication, reference and/or presentation; Performs other duties as assigned Work Schedule: Monday-Friday; 8:00am-4:30pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job Selective Service Registration is required for males born after 12/31/1959 You may be required to serve a probationary period Subject to background/security investigation Selected applicants will be required to complete an online onboarding process Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP) Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel (HCP) - See "Additional Information" below for details. Qualifications To qualify for this position at the GS-9 level, you must meet one of the following: Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Visual Information Specialist. Specialized experience is serving in a primary audiovisual production capacity or media production; using a variety of cameras, photographic media, lighting equipment and related processes to accomplish varied medical/general photographic assignment; using microcomputers for image creation and manipulation; and adapting to new digital technology as it is introduced for audiovisual production. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~ OR ~ Education: Successful completion of a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to a degree with a major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Visual Information Specialist position. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Communications Communications and Media Multimedia Technologies IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. Physical Requirements: Assignments involve extended periods of walking, standing, bending, and stooping to execute logistics for special events or to accompany media crews or other special groups. Incumbent must be manually dexterous when operating video or photography equipment or when creating, transporting or assembling exhibits. Visual interpretation of color is essential. Incumbent is also required to regularly pick up loads of 15 pounds such as boxes of VA literature and to push carts of supplies. Most work is accomplished in a typical office environment. The work area is adequately lighted, heated, and ventilated.
