Job Summary:

This professional position is responsible for building the City’s brand identity, including promoting city services, events, and programs across the organization’s departments, divisions, programs, and strategic initiatives. The focus of this role is on managing and administering the City’s communications and marketing initiatives, with an emphasis on social media, the website, email marketing, and other multimedia communication efforts. The position plays a central role in developing and executing strategies, in collaboration with department representatives and the communications team, to connect residents, businesses, and visitors to city services while inspiring community pride.

Work is performed with considerable independence, under the guidance and direction of the Communications and Marketing Manager and the Communications and Engagement Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

All team members share components of leadership, management, technical, and team skills to assist in making the City of Largo the community of choice in Tampa Bay.

Management

Effectively manage projects and priorities to ensure the fulfillment of department, division, and program goals, tasks, and responsibilities.

Adhere to best practices, policies, and procedures to maintain the highest standards of brand management.

Develop and implement social media strategies to increase community engagement and promote City programs, services, and events.

Oversee website and social media content management, ensuring that all content is current, accurate, and aligned with the City's branding and communication goals.

Monitor and analyze digital media performance, including social media metrics, website traffic, and email campaign effectiveness, to refine strategies and enhance outreach.

Collaborate with City departments to ensure consistency in messaging and brand positioning across all platforms.

Technical

Design content, including graphics, infographics, and visual assets, ensuring all materials are visually engaging and consistent with the City's brand guidelines.

Write and edit content aligned with department goals and initiatives to promote City services, events, and programs.

Capture high-quality marketing photographs at City events to visually document and promote activities, services, and community engagement across digital and print platforms.

Develop and manage advertising campaigns to promote City services, events, and programs across various channels, including print media, social media, search engines, and third-party websites.

Create, schedule, and distribute marketing content, including social media posts, website updates, and email newsletters, to drive awareness and participation in City programs.

Produce and edit multimedia content, such as short video clips, reels, and other visual media, to enhance storytelling and engagement across digital platforms.

Write engaging content for various platforms to effectively promote public relations initiatives and enhance the City's connection and transparency with the community.

Serve as the City's Public Information Officer, or support the communications team, during Emergency Operation.

Track and manage expenses related to digital communications, ensuring resources are used effectively and within budget.

EMERGENCY RESPONSE STATUS:

As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency.

MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor’s degree in communications, Marketing, Digital Media, Graphic Design, Media Arts, Multimedia Production, Advertising, Public Relations, Journalism, or a closely related field and four (4) years experience in full-time work in mass media, advertising, public relations or publishing; or an equivalent combination of training and experience.

Valid Driver's License.

Knowledge, Skills, and Abilities:

Knowledge of accepted concepts and practices of public relations and communications.

Ability to recognize and conceptualize communications and marketing opportunities.

Knowledge of the principles, procedures, and techniques of communication including print, radio, television, video, and web media.

Ability to maintain effective working relationships with team members, the media, and the public.

Ability to communicate orally and in writing with clarity and accuracy.

Ability to demonstrate proficiency in industry-standard desktop publishing software including, but not limited to, Adobe Photoshop, Adobe Illustrator, or Adobe InDesign.

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work Environment:

85% inside a climate-controlled building; 15% outside which includes driving.

Physical Requirements:

The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent bending/stooping, fine manipulations, grasping, kneeling, reaching, lifting/carrying objects weighing up to 15 pounds, with occasional climbing, kneeling, pulling, and pushing. On rare occasions the work requires repetitive motion and lifting/carrying objects weighing more than 45 pounds.

Sensory Requirements:

Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone. Seeing: Ability to see and read computer monitor screens, operate a vehicle, and read normal and/or fine print.

Driving Requirements:

Requires frequent driving and possession of a valid Florida Driver's License.

Technology:

The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators and all associated software.
