AFSCME, Local 111Summary:Works under the general direction of the Commissioner of Public Services. Leads and is responsible for the direct oversight of work, employees, and assignments of the Security/Communications/Integrations (S/C/I) Division. Maintains building management and site security systems in accordance with the direct oversight and direction of the Commissioner of Public Services. Assists the Department of Public Services leadership in the operation, maintenance, repairs, and upgrades to City-wide buildings/facility building management systems and equipment, radio/communications equipment, security systems, data communications systems, and/or other integration projects as directed. Maintains related O&M Manuals, Work Order Logs, progress reports, and documentation as necessary.Essential Duties and Responsibilities:Include the following; other duties may be assigned.General DutiesWorks under the direct protocol established by the Commissioner of Public Services and or designee.Maintains a high level of diligence, data and system integrity, and ensures programs and system access is maintained with the highest level of security.Maintains work orders / requests, OEM manuals, and applicable documentation as necessary. Document and submit follow up electrical work order requests to Departments or Vendors who perform electrical or instrumentation work in support of S/C/I objectives.Prepare and present reports as necessary (equipment condition, performance, inventory etc.)Coordinate / Collaborate with other departments and external vendors to coordinate and complete projects related to building management, communications, and security systems.Stay updated with industry advancements, codes, regulations, and best practices related to HVAC, electrical, instrumentation, security systems, and IT integration.Operates, Maintains, and administers building management, security, and communications systems software, back-end, and end-user interfaces.Perform routine inspections and preventive maintenance of S/C/I systems to identify and address potential issues before they escalate.Troubleshoot and work to resolve electrical issues related to building management, security, or communications, ensuring compliance with local electrical codes and safety standards.Assist in installation, maintenance, programming and repair of telephone, voice, T1 circuits and related equipment to ensure integration and function of communications systems.Oversee installation, calibration, and maintenance of instrumentation devices and remote monitoring systems related to S/C/I functions.Maintain log of setpoints, develop standard operating procedures, and ensure process is followed in order to maximize operations and functionality of facilities and equipment.Coordinate, configure, and maintain security systems, including access control systems, CCTV cameras, intrusion alarms, and intercoms, ensuring proper functionality and integration.Provide technical support for the integration of security systems with network infrastructure, including troubleshooting network connectivity issues and configuring network settings.Install, maintain and program security systems, access control, surveillance cameras and associated line and low voltage equipment.Make recommendations for improvements and enhancements to existing and new systems to the Commissioner of Public Services.Repair, maintain and support public safety related two-way radio and dispatch systems serving the City of Beverly and associated agencies and equipment.Other duties may be assigned including but not limited to related building management, municipal facility, or general communications and instrumentation support. Pump stations, utilities, and critical facilities may require support or integration.Qualifications:High school diploma or equivalent; vocational training or certification in electrical systems, instrumentation, or a related field is preferred.Four years full-time experience in Facilities Management & Maintenance work or equivalent experience preferred.Massachusetts Journeyman electrical License required, other applicable certifications desirable.Massachusetts S license issued by the office of public safety and inspections must be obtained within 6 months of employment.Must possess or have the ability to obtain manufacturer specific certification related to proprietary video and access management system within 6 months of employment.Must possess or have the ability to obtain Metasys Building Engineer Certification within 6 months of employment.Demonstrable completion of significant security system and access control installations, improvements and programing ability.Valid Mass Commercial drivers license Class B with air brake endorsement.Required Skills:Minimum of five years of experience as an electrician or facilities maintenance/technician, with a focus on commercial or municipal settings.Strong knowledge of electrical systems, instrumentation devices, and security systems, including their installation, troubleshooting, and maintenance.Significant knowledge of computers, networking, switching and related infrastructure.Basic IT knowledge, including networking principles, IP addressing, and familiarity with computer hardware and software.Ability to read and interpret electrical and instrumentation diagrams, schematics, and blueprints.Proficiency in using electrical and instrumentation tools, meters, and diagnostic equipment.Understanding of local electrical codes, safety regulations, and best practices.Excellent problem-solving skills and the ability to work independently or as part of a team.Strong communication and interpersonal skills to effectively collaborate with colleagues, stakeholders, and vendors.Familiarity with Document Management highly desirable.Familiarity with maintenance and asset management best management practices highly desirable.Physical Demands:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
