The Manager of Telecommunications is responsible for the day-to-day management of USA Health’s voice communication environments and utilizes digital and physical telecommunications and network solutions to help deliver a reliable and secure telecommunication platform to the health system. The Manager is responsible for the USA Health voice network that spans USA University Hospital (UH), USA Children’s and Women’s Hospital (C&W), Physicians Groups, Health Care Authority (HCA), Mitchell Cancer Institute (MCI), and USA Providence.The Manager manages the USA Health System telecommunication engineering personnel and technology to ensure proactive operational support is maintained for a consistent secure user experience with the CISO & Director, IT Infrastructure. Responsibilities include:Managing all related infrastructure to mitigate unplanned outages and working with cross-functional IT teams to investigate root-cause of complex issues.Designing the strategic direction for the health system's telecommunications network and infrastructure.Overseeing the selection, development, deployment, monitoring, and maintenance of all of USA Health’s hospital and clinical voice networking infrastructure.Providing leadership, motivation, coaching, professional development, and day-to-day support to foster an engaged work environment with a focus on customer service.Installing and managing all telecommunication hardware including ATOS Hipath, Avaya, Nortel, and related telecommunication distribution plants.Maintaining telecommunication distribution connectivity between USA Health sites by routinely monitoring internal and external networks to ensure peak performance.Ensuring timely and enterprise-wide communication in the event of a major telecommunication and network infrastructure-related outage.Overseeing the installation and maintenance of telecommunication switches, cabling, and fiber infrastructure with the health systems contracted vendor and internet service provider.Conducting root cause analysis of telecommunication network topology to prevent recurrences of telecommunication issues.Managing relationships with the University Networking, Telecommunications, and Technical Services groups.Overseeing special telecommunications infrastructure and projects with the Manager, Network Services, and the Chief Information Security Officer (CISO).Overseeing the monitoring of all telecommunications infrastructure equipment required to maintain, service, operate, and improve telecom accessibility and survivability.Participating in work-related improvement activities and abiding by all compliance requirements and policies.Documenting training materials and procedures and training other personnel.Maintaining adequate documentation for auditor requests and completing all duties positively and without conflict.Must be able to carry a cell phone and respond promptly to occasional requests for assistance (24/7) and work a defined schedule with overtime as required. Occasional travel is required to support the network hardware at all of USA Health’s hospitals and clinics. Strong skills and experience in troubleshooting and resolving complex networking issues including root cause analysis, stabilization, and remediation are necessary.Qualifications

Bachelor's degree in business or a related clinical field from an accredited institution with major coursework in computer science and five years of experience working in a health solutions maintenance environment, two of which were in the management of IT/engineering personnel and organizational security; or an associate's degree in computer science, networking, or a related field and five years of experience in the networking or telecommunications field; or high school diploma or equivalent and seven years of experience in the networking or telecommunications field. Project management experience in scheduling and deployment of new hardware and software systems is preferred. Certification in Information Technology Infrastructure Library (ITIL) methodology is strongly recommended. A Master’s degree in Business Administration, Information/Computer Science, or Networking with experience implementing and maintaining complex systems in a healthcare environment is desirable.Equal Employment Opportunity/Affirmative Action Employer
