DescriptionThe South Seminole and North Orange County Wastewater Transmission Authority (SSNOCWTA) was created by an Act of Florida Legislature in 1978 as a separate local agency of the government with powers designed to meet the particular needs of the area in relationship to transmission of wastewater to a regional sewage treatment plant (Iron Bridge Treatment Facility). The Authority, an Independent Special District, encompasses a service area of approximately sixty-eight (68) square miles. It owns and operates an untreated wastewater transmission system located in portions of Seminole County, Orange County, and the Cities of Casselberry, Winter Park, and Maitland. The Chairperson of the Board is currently Randy Knight, City Manager of the City of Winter Park. For more information, please see the Authority’s website SSNOCWTA.The position of Executive Director is a highly responsible municipal management and administrative role responsible for directing, and administering the operations, policies, goals and objectives of the South Seminole & North Orange County Wastewater Transmission Authority in accordance with the Enabling Act, Florida State Statutes, bond covenants and direction of the Authority Board.Work involves responsibility for the organization, direction, and coordination of the business and financial activities of the Authority. Duties involve responsibility for operation and maintenance of the wastewater transmission system, work with consulting engineers on conceptual to full scale design of new construction and/or repairs to meet specific system needs, review of designs by consulting engineers, study of feasibility of constructing new facilities or purchasing new equipment, utilizing existing facilities, and member entities billing, collection, and accounting for uses of the wastewater transmission system (includes pump stations and force mains). Work is performed under the direction of the Authority Board. Considerable independent judgment, decision making, and initiative is exercised in effectively carrying out daily operations. Work is collectively reviewed by the Authority Board as to the effectiveness and efficiency of operations.Examples of DutiesFinancialPreparation of Annual Budget and supporting documentation for the Authority Board’s review and adoption – review of historical data and current level of revenue/expenditures and activity of Depreciation Fund. Determine short/long-term needs for the operation and maintenance of the Authority; member entity pump station assessments and managing ARV maintenance program.Coordinate and direct RFP’s to be developed, advertised, received and analyzed with recommendations for projects as directed by the Authority Board (i.e. construction, engineering, auditing, maintenance or financing).Review and analysis of investment offerings.Compile data collection, review and input data weekly to the monthly flow reports. Use of data to create monthly flow reports for distribution to City of Orlando and member entities – basis for monthly usage billing. It also provides information for individual station flows for each member entity that can be utilized for infiltration and inflow related activities. Review historical and seasonal flow trends to assess wastewater transmission system operations.Invoice review/payment authorization/oversight –biweekly.Review monthly revenue/expenditure report with follow-up if necessary.Review monthly bank and investment statements with follow-up as necessary.Oversee preparation of the Annual Comprehensive Financial Report, including the Management, Discussion and Analysis.Annually meet with auditor to address any clarification questions on business practices or assets.Ensure that all accountings, reports, and documentation are compliant with all required local, state and federal rules and regulations are accurately and timely prepared and filed as needed.Coordinate and review preparation of grant applications, grant reporting requirements and reimbursements as needed.Proactively perform related duties as required – daily.SupervisoryPeriodic discussions with Board attorney regarding matters of the Authority as necessary.Lobbyist coordination and respond to requests for information as necessary.Project and operations oversight with the Authority’s engineers, attorney and auditor as needed.Provide staff assistance as needed.Proactively perform related duties as required – daily.OperationsMonthly Board meetings – develop agendas and supporting documentation (Board minutes, financial reports, flow information, investment information that are included in the agenda packets) Coordinate input from other team members as may relate to agenda items. Review/proofread Authority Board minutes-monthly; Coordinate agenda packet information – monthly; Prepare and develop agenda/agenda report and supporting documentation and background for each item.Facilities and property management including review of insurance coverages and values as needed.Initiate appropriate corrective action as needed after weekly site visits (engineer, meter technician, member entity’s staff).Data and record-keeping management.Semi-annual drawdown and calibration activity results entered into flow report data; follow-up if necessary.Follow-up on Authority Board requests (i.e. management consulting services, lobbyist).Meetings with contractors on project status.Responding to calls regarding information on the Authority’s system operation and emergencies.Meetings and phone calls with consulting engineer regarding activity that may affect our system.Pump station site visits when necessary in addition to weekly flow data collection.Review of correspondence and respond, if necessary – daily.Retrieval of flow chart data from 31 metering points and pump station site visits for the gathering flow meter totals, chart collection and chart replacement, review/inspect site for conditions that need correction – weekly; if necessary, notify entity responsible for operations/maintenance of the pump station’s condition and/or contact engineer for assessment, if necessary, in order to refer to Authority’s maintenance contractor as needed.Compliance with all directions given by the Authority Board.Meeting with member entities to review operations and gather feedback to planned projects/activities as needed.Fostering intergovernmental cooperation by acting as the Authority’s representative with any and all local, state, and federal agencies as needed.Emergencies response and coordination to unforeseen situations or damaged facilities due to vehicle accident or construction activities.Proactively perform related duties as required – daily.Typical QualificationsGraduation from a four-year college or university with a degree in public or business administration, civil or environmental engineering, or related field.Progressive experience in contract administration, project supervision, budget preparation, financial and accounting administration and/or civil/environmental engineering.Supplemental InformationWork Schedule: 32 hours (remote work is unlikely to be considered)The Executive Director is the only employee of the authority.Supervisory ResponsibilityOne contract bookkeeperIndirect supervision of the Authority’s consulting engineer, auditor, and attorney.Coordination with member entities staff regarding utility operations of the Authority’s pump stations and force main transmission system.Illustrative Examples of WorkSupervises regulatory compliance, design, construction, operating, and maintenance of the wastewater transmission system.Directs the billing, collecting, and accounting methods of the wastewater transmission system; coordinates capital and land financing and payback procedures including sinking funds and debt service.Prepares recommended annual capital and operating budgets for the Authority.Directs the preparation and submission of periodic operational and financial reports required by law or requested by the Authority.Attends Authority meetings and makes recommendations regarding the efficiency of operation of the wastewater transmission system.Appoints and supervises all Authority employees and is responsible for the job performance of the subordinates. Note: There are currently no Authority employees other than the Executive Director.The Authority attorney, consulting engineer and auditor are integral parts of the management and organization of the Authority.Lead and execute all other related work assignments as directed by the Authority Board or as apparent.
