SPP promotes the integration of policy and strategy across all CISA’s mission areas and is responsible for carrying out the organization’s mission to reduce cyber and physical risks to critical infrastructure.This team works closely to provide support for program and policy management services, policy and strategy analysis, knowledge management, and planning.What You Will Be DoingDevelop an OCM Plan to outline the recommended approach and activities to provide strategic stakeholder management, change management and communications support throughout the deployment lifecycle.The contractor shall conduct process assessments and propose and implement process improvements for the development, implementation, maintenance, monitoring and implementation of Annual Operating Plans (AOPs) and Director Priority Initiatives (DPIs).Create and execute on a communications plan which establishes a cadence to provide strategic communications for new processes and technologies ultimately embraced by stakeholders.Support the development of national policy, strategy, and legislative materials.Intake complex concepts and solutions and translate them into multiple types of documents, including but not limited to: policies, plans, requirements, diagrams, operating procedures, and reports.Work collaboratively with various stakeholders, including academia and subject matter experts.Track and manage multiple tasks and deliverables simultaneously.Leverage communication and organizational skills to create communication materials, standard operating procedures, and support event logistics and operations.What We Need From You (Required)3+ years in federal consulting, program and policy management services, policy and strategy analysis, knowledge management, and correspondence and task management.Strong English language writing skills, communications, and interpersonal skills.Active Top-Secret Clearance.Ability to manage, prioritize, and track multiple complex tasks.Due to US government contract requirements, this role will require U.S. citizenship (no exceptions).Minimum of 5 years of experience in Management consulting, Organizational Change management, Project management and/or Operational process improvement.Strong research and process analysis and improvement skills.Experience using Adobe, and other relevant tools with strong research experience.Excellent written and verbal communication skills.Bonus Points (Desired)Expertise in program research methodologies and best practices.Expertise with guidelines such as CISA Style Guide, Section 508, and Plain Writing Act.Work LocationArlington – Ballston (hybrid)TravelNoneEducation LevelMin.
