The System Design Manager is responsible for managing the staking, design and project management of several million dollars of mainline cable additions and changes to the electrical facilities, and new commercial and residential consumer projects based on the construction budget. This position is also responsible for managing the acquisition of land, land rights, easements, and permitting as required for all construction projects, and for managing locating and for ensuring compliance with all location statutes and rules, pole testing, ensuring service boundaries, and joint use utilities.

RESPONSIBILITIES1. Comply with established Dakota Electric Association safety and operating rules, policies, procedures, and guidelines. Be responsible for reporting any un-safe practices and/or hazards to a supervisor, manager, or Vice President. Be committed to and actively involved in Dakota Electric’s safety programs, initiatives, and performance measures.2. Performs supervisory oversight of the staking, locating, design, and land use work groups. This includes, but is not limited to, interviewing for employee vacancies, training of staff, scheduling, giving work direction, conducting performance reviews and making compensation recommendations.3. Responsible for the electrical system design, staking and locating of all service extensions and construction projects.4. Supervises the acquisition of land, land rights, service boundaries, tree-trimming rights, and other rights-of-way necessary for the construction of new facilities and the maintenance of existing plant.5. Responsible for contracts, counts and billing of joint use utilities and tower rentals.6. Responsible for ensuring compliance with Gopher State One Call and Minnesota Office of Pipeline Safety Statutes and Rules related to locating.7. Responsible for contracting and tracking locations and pole testing.8. Responsible for project management, street lighting, design, and joint use coordination on all construction projects.9. Works with field inspectors on completed work order inspections for any corrective actions or procedures.10. Prepares the annual budget for the System Design cost centers, compares expenditures to the budgetmonthly and initiates any corrective action required.11. Performs related work as apparent or assigned.

SUPERVISION/DIRECTION OF OTHERSDirectly supervises the project manager/designers, land use manager, powerline design technicians, and projectmanager/GIS mapping.Provides work direction and oversight to other DEA staff and outside contractors assigned to accomplish theresponsibilities above.

POSITION SPECIFICATIONSThis position requires a bachelor’s degree in electrical engineering with course work in power engineering and aminimum of 10 years progressively responsible experience in distribution utility operations or engineeringposition. A minimum of 5 years supervisory and management experience within those 10 years is required.Additional supervisory course work is required. Project management certification and advanced degree is preferred.

KEY COMPETENCIESMust have thorough knowledge of utility system operations and construction. Must have working knowledge ofnational and local standards and codes, such as the National Electric Code and National Electric Safety Code,Dakota Electric Association’s Safety program and rates.Must be thoroughly familiar with Dakota Electric Association's distribution system; in particular, main feeder lines,material specifications, construction standards, underground cable and the utilization of distribution equipment.Promotes a harassment-free environment, supports affirmative action and respects diversity.Must be able to supervise and direct staff in designing the electrical plant facilities, and to perform necessarycalculations and other engineering operations that the system design requires.Must be able to effectively supervise and direct work activities for both union and non-union employees and beskilled in motivating, training, and evaluating subordinates. Must have a good understanding of the unioncontract.The ability to work independently, make decisions, assign projects, and follow projects through to completion asrequired by responsibilities and authorities in this position description.Operating knowledge and experience of personal computer hardware and software is required.Must accept multiple tasks and be adaptable to a variety of disciplines, requests, and member complaints.Must communicate effectively, verbally, written and in presentations.Must have a willingness to share knowledge and work harmoniously with others.Must be innovative in order to creatively develop new solutions to problems. Seeks, recommends, develops,supports and encourages new ideas and continually improves department efficiency.Required to possess a valid Minnesota driver’s license with good driving record.

WORKING CONDITIONSExtra work hours are required when necessary or when workload requires.Attendance at out-of-town meetings and conferences beyond normal working hours is required.

Nature of position requires extensive internal and external contacts.Must be willing to work in the area of energized high-voltage equipment while following all established safetyprocedures.The System Design Manager is occasionally climbing in rugged terrain that may include hills and ditches andoccasionally will have to wear a hard hat, safety vest, and safety glasses.
