The Department of Natural Resources, Division of Forestry & Fire Protection is recruiting for a Data Communications Specialist 1. The position provides Division-wide management, coordination, implementation, and communications systems operations in liaison with cooperating state, federal and local government agencies. Support wildland firefighters and forestry technicians in their efforts to protect our natural resources while traveling across Alaska. Successful individuals provide specialized technical support to field personnel in the area and technical expertise and recommendations to statewide fire managers.

Core ResponsibilitiesDivision Wide Communications Systems Management

Establish priorities for statewide communications system development, enhancement design and installation for the Division of Forestry & Fire Protection fire operations.Provide coordination and direction with DOA, ETS, Section of Telecommunications engineering and technical staff on the design, procurement, installation, implementation, and maintenance of all equipment necessary to meet the established Divisional fire priorities.Develop and maintain the Division`s use of the Alaska Land Mobile Radio Communications System (ALMR)Primary contact between DOF and the interagency fire community on communications-related issues (frequency sharing, systems enhancements, teletype, equipment sharing, and equipment compatibility).Administration

Manage and monitor the annual communications budget and CIP budget in coordination with the supervisor.Audit utilization of existing systems: space and power for repeaters, circuits, Internet, satellite, and cell phones to find and implement cost-efficiency savings.Draft Capital Improvement Project (CIP) requests for two-way radio, voice, and data systems to meet the goals and objectives of the Division’s communication plan.Update and maintain Forestry’s Communications Handbook and Frequency Guidebook (system-wide description and operational guide) annually for distribution to zone and area offices and the interagency fire community.Draft and maintain annual operating agreements, mutual aid agreements and memorandums of understanding between DOF and cooperators addressing emergency and standard operating procedures. Maintain and update the “Communications” portion of the Annual Operating Agreement between the Bureau of Land Management, Alaska Fire Service and DOF annually.Lead the work of a Wildland Fire and Resource Technician III. Assign work, set priorities, train staff, and ensure quality standards are met.Other

Position may respond to wildland fires and all-risk incidents in any capacity in which they are qualified for under the national incident command system. Position to assist in the mobilization, installation, and demobilization of Incident Support Resources. These include Hughes Satellite Internet Kits, Cell Kits, DHS/EM Mobile Type 3 Trailers, and portable & non-portable repeaters.

Four years of data processing, communication, and/or network experience performing any combination of equipment operation, installation, and repair; end-user support, diagnosis, and resolution; network planning, design, modification, implementation, security, and administration; and/or communications programming using Transmission Control Protocol/Internet Protocol (TCP/IP) and routing protocols, such as Open Shortest Path First (OSPF), Border Gateway Protocol (BGP), Enhanced Interior Gateway Protocol (EIGRP), or similar. Two years of this experience must have been performed at the full-proficiency, professional level.

Substitution:Specific certifications such as Cisco Certified Networking Associate (CCNA), Cisco Certified Network Professional Program (CCNP), Cisco Certified Internetwork Expert (CCIE), Certified Novel Engineer (CNE), Microsoft Certified Systems Designer (MCSE), Integrated Communication Systems (ICS), Linux Professional Institute (LPI), Accredited Systems Engineer (ASE), Registered Communications Distribution Engineer (RCDD) or Global Information Assurance Certification (GIAC) may substitute for two years of this experience.

Post-secondary education from an accredited college in any combination of the fields of electrical engineering, electronics technology, computer science, and/or communications engineering may be used as an equivalent for up to four years of the required experience (2.67 semester/4 quarter hours = 1 month of experience).
