HFH is a key stakeholder and supporter of the Los Angeles County Homeless Initiative recommendations to address and combat homelessness in all communities across Los Angeles County. The HFH Housing and Services Team (also referred to as Permanent Supportive Housing) works in partnership with contracted agencies to permanently house people and provide non-time limited services to housed and unhoused individuals who are experiencing or are at risk of experiencing homelessness.Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.POSITION SUMMARYStaff Analysts in the DHS HFH Housing and Services Team serve as Team leads and have experience and knowledge in supportive housing, programs and services tailored to people impacted by homelessness, develop solutions, provide relevant technical assistance/training, and are flexible and adaptable to changes that may be needed to meet the needs of people impacted by homelessness. This position is responsible for helping lead the planning, directing, implementing, and monitoring of the effectiveness of Countywide Intensive Case Management Services (ICMS) provided in supportive housing projects and homeless initiatives for clients who have complex health and/or behavioral health conditions, high utilizers of public services, and other vulnerable populations.The Staff Analyst for this employment opportunity will be assigned to the following unit within the HFH Housing and Services Team: Performance Improvement. The Performance Improvement (PI) Team is responsible for quality assurance, data monitoring, technical assistance provision for improved services and documentation, and fiscal management. Key activities under the PI Team include, but are not limited to: tracking contractor documentation, analyzing data sets, developing visual aids, providing technical assistance, piloting new approaches, data reconciliation projects, developing data reports, issuing formal notifications, joining meetings as subject matter experts, screening Medi-Cal eligibility, and managing program expenditures.ESSENTIAL FUNCTIONSAssists in the design and implementation and day-to-day operations of projects, and prepares project reports including service utilization, performance data, and program outcomes.Provides technical assistance and training to project partners and develops, recommends, and implements program modifications.Assists in coordination and collaboration with all project partners (e.g., participating departments, partner agencies, contracted service providers, stakeholder groups) to ensure all elements of the projects operate in the most efficient and effective manner.Assists in developing policies and procedures, setting programmatic benchmarks, collecting and analyzing process and outcomes data, and monitoring quality of services.Assists in evaluating the overall success of assigned projects and reports findings to project partners and stakeholders.Provides regular programmatic updates to oversight committees, other participating departments, partner agencies, contracted service providers, and stakeholder groups.Conducts contract monitoring activities including annual administrative and programmatic file reviews.Monitors data quality and completeness, and implements data improvement procedures, as needed.Assists with requests for approvals for tenancy support services.Other duties as assigned.DESIRABLE QUALIFICATIONSOne (1) year of highly responsible and complex administrative experience working in (A) a program that provides housing and support services to clients who are experiencing homeless or who are at risk for homelessness; - OR - (B) a strong portfolio of successful Product Design and other technical projects.Highly desired skills include:Analytical mind with a business acumenProblem-solving aptitudeTime managementReceptive to feedbackBackground in project management and researchUser researchDesign ThinkingVisual communicationEmpathyFamiliarity with information architectureDeveloping intuitive and interactive guidanceProcess analysisRoadmappingDesigning and testing potential solutionsCreating useful productsEnsuring a positive user experience while also meeting business goalsEvaluating successAdditional Education/ExperienceA Bachelor's degree or higher from an accredited college or university in Public Health, Public Administration, Business Administration, Social Work, Community Development, Data Science, Psychology, Design, Marketing, or a closely related field.Certificates/Licenses/ClearancesA valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.Successful clearing through the Live Scan and the Health Clearance process with the County of Los Angeles.Other Skills, Knowledge, and AbilitiesProficiency in using an array of Adobe XD, Microsoft Office Suite software programs such as Excel, PowerPoint, Word, Access, One Note, Outlook, SharePoint, Teams, etc.Ability to multi-task and set workload priorities for time sensitive projects/tasks.Ability to make recommendations to improve processes, policies, etc.Ability to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner;Ability to work collaboratively within a project team and/or independently;Ability to work in a very diverse environment and with diverse individuals;Ability to be flexible in meeting changing tasks and timelines in a fast-paced work environment;Must be dependable and reliable.PHYSICAL DEMANDSStand FrequentlyWalk FrequentlySit FrequentlyHandling OccasionallyReach Outward OccasionallyReach Above Shoulder OccasionallyClimb, Crawl, Kneel, Bend OccasionallyLift / Carry Occasionally - Up to 15 lbs.Push/Pull Occasionally - Up to 15 lbs.See ConstantlyTaste/ Smell Not ApplicableNot Applicable
