Summary:The Project/Proposal Manager is responsible for managing projects, tasks, and other work scope in an integrated, coordinated, and efficient manner.

Responsibilities:

Project Management:

Responsible for the cost, schedule, project controls, and technical performance of project and sub-elements.Identifies and communicates project scope, goals, and objectives.Identifies customer needs and requirements and develops project execution plan to accomplish project deliverables and objectives.Establishes an integrated project team and develop plans which balance scope execution.Acts as customer contact for project activities, and the negotiation of deliverables and baseline changes.Communicates project plan and status to management, stakeholders, and customers.Prepares documentation to support proposals, work statements and authorization, performance monitoring, change control, and closeout.Performs project risk management.Thorough knowledge of project management principles, processes and systems, and knowledge of financial/budgeting processes and systems.

Proposal Development:

Reviews proposal requests, proposal plans, outlines and schedules for accuracy and compliance with relevant requirements and guidelines.Writes proposals and refines proposal drafts and ensures that formatting standards are met, typos are removed, and information is delivered in a concise and accurate manner.Collaborates with subject matter experts, management, stakeholders and other appropriate staff members to gather necessary information for proposal development.Translates complex technical specifications and requirements into digestible business writing.Collects feedback on written proposals and implements improvements in writing and communication.Organizes and files proposals and other relevant documents.

Education / Experience:

Bachelor’s degree from a four-year college or university.7-10 years of experience in project management, project control, and/or proposal writing.Excellent client-facing and internal communication skills.Excellent written and verbal communication skills.Solid organizational skills including attention to detail and multitasking skills.Strong working knowledge of project management tools.Experience working with resource loaded schedules within Primavera P6 and Microsoft Project.Experience working with accounting programs; familiarity with client invoicing.Experience working in government contracting is preferred.Project Management certification preferred.DOE Q-Clearance preferred.
