The primary purpose of this position is to implement the Birth – 21 Accountability for Improved Performance (AIP) system that is an integral part of the Maryland State Department of Education, Division of Early Intervention/Special Education Services (DEI/SES) general supervision responsibility under the federal Individuals with Disabilities Education Act (IDEA). The AIP process serves to monitor local public provider agencies (Statewide) serving infants, toddlers, young children, and youth with disabilities and their families in the implementation of the 20 USC 1400, 34 CFR 300 and 303, and the Code of Maryland Regulations (COMAR) as it pertains to the provision of early intervention services and special education.POSITION DUTIES

Implement the Accountability for Improved Performance (AIP) activities including, but not limited to:Conduct on-site monitoring activities that determine local infants and toddlers program, local education agency, and public agency compliance with the IDEA and COMAR as it pertains to children with disabilities, Birth – 21.Monitor the implementation of evidence-based practices to improve results.Collect data that accurately reports the results of monitoring activities.Conduct data entry, data analysis, report writing, and adherence to the timelines for the correction of noncompliance in accordance with the OSEP 09-02 Memorandum.Review data to select those federal and State requirements requiring verification of compliance in local infants and toddlers programs, local education agencies, and public agencies providing early intervention and special education services.Assist the local infants and toddlers programs, local education agencies, and public agencies in developing processes that ensure compliance and support improved results for children with disabilities, Birth – 21.Engage in desk audits of local infants and toddlers programs, local education agencies, and public agencies data.Review local infants and toddlers programs, local education agencies, and public agencies documents for sufficiency to determine compliance with the IDEA and COMAR as each pertains to infants, toddlers, young children, and youth with disabilities and their families.Compile and draft formal reports to local infants and toddlers programs, local education agencies, and public agencies on the results of monitoring activities.Serve as DEI/SES contact for State Performance Plan/Annual Performance Report (SPP/APR).Coordinate and maintain the DEI/SES SPP/APR in support of the goals and objectives established to meet the individual indicators.Collaborate with other divisions within MSDE, task forces, work groups, advocacy organizations, and professional organizations, as requested by the Branch Chief or Assistant State Superintendent.Minimum QualificationsEducation:

A Master’s degree in Special Education or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.Experience:

Four years of administrative or teaching experience in, or affiliated with, an education program; including two years of experience facilitating school quality reviews, providing instructional leadership, facilitating professional learning experiences, and/or leading school improvement initiatives.NotesCandidates may substitute two additional years of experience directly related to the position option for the required education.Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.Desired Or Preferred QualificationsPreference will be given to applicants who possess the following preferred qualification(s).
