Job Responsibilities

THIS IS AN INTERNAL POSTING FOR CURRENT SCHP OFFICERS ONLY.

This Lieutenant vacancy serves Troop One Headquarters.

Performs responsible management, law enforcement and administrative duties in assigned Highway Patrol Troop under the direction of the Troop Commander. Assumes the duties of the Troop Commander in his/her absence as directed. Assists the Troop Commander in maintaining operational readiness of personnel, facilities, and equipment.

Assists the Troop Commander with the supervision and management of law enforcement programs and activities for assigned Troop. Assists with planning, coordinating and implementation of all law enforcement operations and other related duties as required.

Monitors the enforcement of S.C. motor vehicle and criminal laws in assigned jurisdiction. Accurately analyzes investigative and enforcement data, prepares cases, preserves evidence, and presents cases in court for prosecution. Serves as a collision investigation specialist and expert witness in trial cases. Supervises the Troop's field training program and background investigation of patrol applicants. Impartially investigates internal complaints and public complaints and inquiries.

Effectively disseminates information to subordinates and through the chain of command. Provides guidance in laws governing the operation of vehicles and pedestrian traffic; reviews case work; and ensures Troop personnel perform duties in accordance with department policy, state laws, and federal regulations. Evaluates employee performance. Facilitates participation of Troop personnel in all required training and activities.

Prepares internal memorandums and reports, as well as correspondence in response to inquiries from the general public and government agencies. Reviews and/or approves payroll and personnel documents submitted from Troop personnel for processing through SCDPS Headquarters.

Maintains S.C. law enforcement certification. Performs law enforcement functions as needed for civil defense, emergency preparedness and public protection. Executes emergency operations in accordance with agency emergency operations plans. Supervises and assists in operational planning and deployment of assets in response to civil disturbances and natural or man-made disasters. Coordinates traffic and crowd control at major events.

Establishes cooperative partnerships with local law enforcement agencies, court officials, and public safety organizations. Assists in the design and implementation of traffic safety initiatives and community outreach programs. Participates in various methods of public safety education. Monitors the dissemination of information from Troop personnel to public officials, the general public, and news media. Performs other duties as directed.

Minimum and Additional Requirements

TIME IN GRADE - Must have held the rank of SCHP Sergeant for a minimum of six (6) months prior to the posted closing date of the vacancy or currently hold the rank of First Sergeant.

EDUCATION - High school diploma or GED equivalency.

PROMOTIONAL EXAMINATION - An applicant must have scored 70 or higher on a Promotion Examination for the vacancy rank within two years of the posted closing date of the vacancy.

PROMOTIONAL INTERVIEW PANEL - An applicant must have successfully completed a Promotional Interview Panel for the vacancy rank within two years of the posted closing date of the vacancy.

DISCIPLINARY ACTION - Any individual who is currently serving a suspension for disciplinary reasons or pending the outcome of an investigation shall be considered ineligible to participate in the promotion process. An involuntary demotion during the preceding 6 months of the vacancy closing shall be considered ineligible to participate in the promotion process.

EMPLOYEE PERFORMANCE MANAGEMENT SYSTEM - An individual who has received an "Unsuccessful Performance" rating on the employee's most recent EPMS review or has received a "Warning Notice of Substandard Performance" during the 12 months preceding the closing date of the vacancy shall be ineligible to participate in the promotion process.

PROBATIONARY/TRIAL PERIOD - Any individual serving a trial period shall be ineligible to participate in the promotion process.

RESIDENCY - Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within 4 months of the effective date of the promotion/reassignment.

SCDPS Policy#300.47 Section IV.D.1. Field Personnel (Administrative Sergeant - Captain) b. Troopers assigned to a Troop shall establish residence in their assigned Troop or, if residing outside of the Troop, at a location that will allow them to respond to the county in which their assigned Troop office is located within 45 minutes. IV.C. Troop/Region/Division/Unit Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.

Preferred Qualifications

Upon entry to this position employee must possess experience in management, supervision, directing, and planning. Must hold Class I certification as a law enforcement officer for the State of South Carolina. Must have leadership abilities and be able to supervise a large number of employees. Must have in-depth knowledge of traffic law enforcement.

Under limited supervision, employee will be required to make critical decisions requiring sound judgment. Employee's guidelines are state and federal laws and departmental policies and procedures.

Additional Comments

Overnight travel may be required on special assignments and/or response to critical incidents.
