:Key tasks include researching and determining policy, procedural and business changes to optimize service delivery and fiscal responsibility for customers, legislators, and Federal This position is responsible to facilitate, craft and promulgate a new OAC rule (105 IAC 7) with internal and external stakeholders and to ensure compliance with federal laws and regulations. Due to the nature of the positions responsibilities, the industries formidable lobbyists and the upcoming Reauthorization of the Federal Outdoor Advertising laws, it is likely new regulations, procedures, policies, and manuals will need to be updated and/or developed to successfully execute the program. Effective navigation of this process will require careful consideration, skillful management, extensive judgment, and creativity, along with a focus on meeting customer needs and collaborating closely with federal highway officials to find the best solutions for the agency. Responsibilities also include working with Legislative Services in responding to legislators, industry, municipalities, and public inquiries.Salary Statement

:The salary for this position traditionally starts at$67,314.00but may be commensurate with education or work experience.A Day in the Life:

The essential functions of this role are as follows:Research and oversee analysis of the efficiency and effectiveness of existing and proposed programs and policies of the agency.Make and review recommendations on the potential alternatives to fix the procedural inefficiencies and process duplication among and between programs.Use process improvement to facilitate the collection and analysis of information to assist management identify and plan business process changes for short and long-term strategic goals.Review and evaluate new or improved practices for application to agency programs or operations.Perform analyses of business issues, prepares project reports, and develop proposals to implement changes in program processes and procedure.Provide recommendations to Agency Leadership regarding multi-dimensional issues impacting program processes and procedure.Monitor proposed or pending changes in federal programs, laws, rules, regulations, eligibility criteria, etc., in terms of the potential impact on programs, rules, laws, and policies. recommends appropriate response and/or action.The job profile is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee. You must meet the following requirements to be considered for employment:Bachelor's Degree in Business Administration, Economics, Public Administration, or related fields.Eight (8) years of work experience in business administration, economics, program design, public administration, public policy, statistical analysis, or a related field.Broad knowledge of program research design, data and information collection and analysis or statistical analysis.Broad knowledge of agency programs and their interaction and overlaps.Broad knowledge of applicable federal and state programs and statutory requirements as they apply to the agency programs.Broad knowledge in the areas of policy analysis, organizational analysis, public administration and management, budgeting, and financial management as they apply to public service delivery.Ability to use standard computer word processing, spreadsheet and database programs as needed for research and statistical analysis.Ability to analyze problems, to recommend and present alternative solutions.Ability to communicate effectively.Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
