9/13/2024Job Summary:The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.This position is located in the Production Operations Department, House Recording Studio (HRS), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the House Recording Studio is to provide broadcast coverage of official House proceedings, livestream and closed-circuit coverage of committee hearings, and professionally staffed full-service television and radio studios to Members of Congress.The incumbent serves as a Deputy Director of Production Broadcast for the House Recording Studio and is responsible oversight of Broadcast Operations pertaining to live coverage of the official proceedings of the House of Representatives in the House Chamber. Occasional oversight of Production Operations in the HRS studios and live House committee coverage is also required.This position interfaces with Members and staff; collaborates on scheduling needs; and effectively utilizes both human and capital resources to ensure that sustaining activities and modernization efforts are successfully achieved in a timely manner. The incumbent must follow and adhere to all applicable workplace policies, practices, and procedures, as well as provide professional level customer service and exercise sound judgment and discretion when dealing with House Members, staff, and the general public.The incumbents pay grade and compensation level are determined by experience and designated level of responsibility. The position has day-to-day supervisory/managerial responsibilities.Primary Duties/Responsibilities:* Oversees Broadcast Operations for the House Recording Studio with a primary focus on the official live proceedings of the House of Representatives that occur within the House Chamber.* Serves as a key contact to Members, Officers, and Staff on matters pertaining to House Floor coverage.* Provides day-to-day oversight of the personnel schedule associated with applicable work activities.* Effectively utilizes resources and coordinates teams to ensure that sustaining activities and projects are successfully completed in a timely manner.* Anticipates and prepares for upcoming events to ensure adequate resources are available.* Collaborates with the Deputy Director, Production Operations and reports to the Director, Broadcast Production Operations to ensure appropriate staffing, planning, and advisement for all matters pertaining to audiovisual coverage provided by HRS.* Assigns work to subordinate staff based on priorities, difficulty of assignments, and capabilities of employees; establishes goals and objectives, provides technical oversight of work on a continuous basis, and provides training to new employees as needed.* Interviews candidates for subordinate positions and recommends appointments, promotions, and/or reassignments.* Maintains current knowledge of broadcast production industry equipment and technology; serves as a subject matter expert and assists with the technical development of lower-level staff.* Reviews and analyzes reports documenting trends and operational performance; implements changes as needed to achieve optimum performance.* Ensures the rigorous application of policies, principles, and practices in the delivery of business continuity and disaster recovery operations.* Develops performance plans and evaluates employee performance. Implements disciplinary measures, such as warnings and reprimands, as needed.* Develops, conducts, and prepares reports in response to management inquiries; presents results and analyses to senior management and/or other stakeholders as needed.* Performs other official duties and special projects as assigned.

Qualifications:* Bachelor's degree in a related field and/or 7-10 years professional broadcast or related industry experience, with an emphasis on production operations.* 2+ years supervisory experience.* Experience interviewing and assessing job applicants* Knowledge of the House Floor Proceedings*Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
