POSITION SUMMARY

The Publishing and Open Repository Administrator manages the full spectrum of daily operations for two large systems: our institutional repository platform, Tennessee Research and Creative Exchange (TRACE), as well as V.O.L Journals, our journal publishing service. This position designs and develops service strategies, technical solutions, communication workflows and policies for the publishing services delivered by these systems. This position tests and assesses the success of these services.

The position independently identifies and resolves complex technical problems related to these platforms. Through active fostering feedback from stakeholders, data, and awareness of professional trends, this position will judge competing priorities and policies to deliver responsive products. This has primary responsibility for leading communication with internal groups, managing vendor relationships, and serving users at the institution and around the world.

This position leads the identification of problems and opportunities and develops and implements solutions and to improve the platform and meet the needs of a range of users. This position will work with various vendors to integrate their products into these platforms.

This position ensures an excellent user experience and directly delivers services to users. This position will play a critical leadership role as these platforms will be under active development, including a transition to open-source infrastructure that will enable the library to have more agency and create additional complexity. Administration of these platforms supports many different user types, and many different activities, including administration, faculty, staff, students, journal editors, researchers, and journal contributors across campus and beyond. This position works with a wide range of research projects, metadata, data, text, video, and output formats. These platforms distribute scholarship worldwide and have a global impact.

Reporting to the Head of Research Impact and Open Access, this position impacts the work of several library departments. This position engages in professional activities outside of the University to stay up to date on developments in digital repository and journal publishing services and related professional areas.

QualificationsRESPONSIBILITIES

Institutional Repository Administration:

Oversees and manages the University's IR platform: a complex system that uses different workflows to meet a wide variety of needs to ingest, disseminate, and preserve UT scholarship and documents for a global audience. Works with many user profiles and across many material types.Independently identifies needs and opportunities related to the complex technical systems and workflows of the IR. Analyzes data, user feedback, and system information. Independently develops innovative solutions when possible. Uses judgment to discern between competing policies and priorities.Determines if technical solutions should be purchased or developed and makes recommendations for the development of features for the IR.Leads communication with vendors and library departments to develop technical solutions.Ensures the system remains secure through best practices and proactive assessment of threats.Independently analyzes and solves highly complex technical problems related to the institutional repository. Documents and reports resolutions.Develops integrations and oversees integrations for repository enhancement and content through external services such as CrossRef, Unpaywall, Symplectic Elements, Sherpa, ORCiD, etc. Communicates directly with vendors.Develops and manages repository deposit workflows, content, and user management for colleges and departments. Delivers responsive customer service, troubleshooting a wide range of issues.Actively fosters an excellent and responsive user experience by communicating with community managers and depositors and partnering to assess the IR.Identifies and independently implements methods, techniques, and evaluation criteria for growing IR collections consistent with broadly defined policies, procedures, practices, and professional standards.Manages Digital Object Identifier minting services.Trains and consults with collection managers on use of system and technical process for depositing materials including adding metadata.Oversees ingestion of large objects, datasets and other materials into the system via scripting or other methods.Liaises between repository customer support, internal library departments, and campus users and provides clear and empathic responses to technical questions from researchers, collections managers and the public on the use of the system for access or depositing.Creates and maintains technical documentation about key workflows and processes.

Publishing Platform Administration:

Oversees and manages journal publishing platform: oversees the retention, publication, technical and policy development, and management of all library-hosted journals.Independently identifies needs and opportunities related to the complex technical systems of the platform. Analyzes data, user feedback, and system information. Independently develops innovative solutions when possible.Uses judgment to discern between competing policies and priorities when issues arise and in response to opportunities.Creates an excellent and responsive user experience. Solicits feedback from authors and editors and partners with others in the library on assessing the publishing platform to identify opportunities.Determines if technical solutions should be purchased or developed and makes recommendations for the development of features for the platform based on author and editor needs.Helps lead development of new capacities and user experiences for the V.O.L Journal program to enable journals to be impactful. Develops tools, technical systems, guidance, and engagement.Leads communication with vendors and library departments to develop technical solutions. Integrates products from other vendors into the system.Ensures the system remains secure through best practices and proactive assessment of threats.Develops integrations and oversees integrations for platform enhancement and content through external services.Independently analyzes and solves highly complex technical problems related to the platform. Documents and reports resolutions.Manages production work including: submitting content, DOI minting, creating metadata records, designing, and documenting workflows, monitoring and ensuring the quality of data input, and tracking projects through the publication process.Assists with the creation of new journals, and the migration of journals to new platforms. Works with journal editors to establish, maintain, and update journal sites.Trains publishers on using the journal publishing system and inputting appropriate metadata, account management and answers general questions.

Program and Service Development:

Stays abreast of developments in institutional repository landscape through research, training, and development in digital repository and journal publishing services and related professional areas.Develops and deploys assessment strategies (system data, user surveys, analytics, focus groups, etc.) to gather data for the improvement of relevant services.Communicates within the libraries to identify opportunities, set priorities, and then develops and implements relevant services.Collaborates with metadata experts throughout the Libraries regarding best practices for describing repository-based content and making metadata accessible to search engines and discovery systems to enhance the discoverability of repository-based collections.Leads communication with external vendors and contractors to develop solutions for the systems the position administers.Manages relationships with the graduate school, departments, colleges across the university and with learned societies external to the university publishing with us.Participates with outreach and educational initiatives related to promoting TRACE, V.O.L Journals, and other publishing services provided by the Libraries.Completes 1 -3 hours of professional development each month.

QUALIFICATIONS

Required

Bachelor s DegreeExperience in publishing, digital scholarship, or academic libraries.Knowledge, Skills, & Abilities
