Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and four (4) years of work-related experience or a combination of education and directly related experience equal to eight (8) years if non-degreedAbility to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitorsJob related technical knowledge necessary to complete the jobAbility to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelinesAbility to attend to detail and work in a time-conscious and time-effective mannerManage critical material orders and possibly supervise personnel with oversight from project Material Management leadsEnsure personnel are properly inducted in Project specific procedures, systems, protocol, and responsibilitiesFacilitate functional/discipline training requirements for personnel, required to effectively execute their role on the ProjectPlan and execute the purchasing and/or expediting associated with commodities or engineered equipment, systems, or materials in support of project operationsAssist in the handling of complex purchasing and/or expediting functions or plans, and executes those functions within established Material Management Plans, policies, and proceduresProcure and/or expedite engineered equipment and materials in accordance with the Material Management Plan
Preferred Qualifications
Experience in EPCM industry with capital projectsExperience with Fluor processes, procedures and systemsExperience in dealing with global vendors (outside US)Ability to communicate fluently in English (read, write, and speak)Working toward applicable professional certification(s) or license(s)Experience should be primarily in the area of material managementExcellent interpersonal and communication skillsExcellent computer literacy and skillsGood leadership and decision-making skills

PurchasingManage entire RFQ life cycle (bidder selection, RFQ issuance, negotiations, award, post award, close out)Terms and Conditions negotiationsEffectively manage personnel within multi-functional, culturally, and regionally diverse project teamReview and provide quality oversight against procurement deliverables generated by less experienced specialistsReview and understand project Terms and Conditions and negotiate on non-complex packagesPrepare bid tabulations for equipmentParticipate in all task force meetings
ExpeditingForecast and advise required levels of expediting and associated staffing requirements for the ProjectEnsure current Expediting Status updates to the Expediting module in MaterialManager? are maintainedInform Fluor and Client Management of anticipated delays in deliveries, and initiate recovery plans to mitigate the effects of the delays with regard to Construction needsIn collaboration with Procurement Management, evaluate need for Shop Expediting in supplier/sub-supplier facilities, initiate assignments in accordance with the Expediting PlanCoordinate with Warehousing, Buyer, Planning and Logistics to address/reconcile Overages, Shortages, and Damages (OSD) and Material and Equipment Deficiency Notification (MEDN) claims
