This position is posted with the full salary range indicating future potential earnings; however, the actual hiring salary for this position is dependent upon relevant experience and qualifications above minimum requirements and position funding. Therefore, all starting salaries above the midpoint require further review and additional approval.

Administrative Duties

Actively supports and upholds the City's stated mission and values. Employees of this classification are responsible for process level decision making (decisions concerned with the selection of a process for accomplishing work.) Under direction of the Library IT Manager, employees of this class are expected perform responsible program management duties associated with the day-to-day operations of the automated systems of the Flagstaff Public Libraries.

ADMINISTRATIVE DUTIESSupervisory: This job has Leadworker responsibilities (coordinates and monitors the work of others) but does not supervise.Budgetary: This job does not have budgetary responsibilities but carries out day-to-day activities within approved budget.Strategic Planning: This job has partial responsibility for strategic planning at the program level (assists with developing, implementing, and managing long and short-term goals).Policies/Procedures: This job has partial responsibility for policies and procedures at the program level (assists with developing, implementing, and interpreting).Compliance: This job carries out day-to-day activities in accordance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.Council Communications: This job carries out day-to-day activities in accordance with Council's adopted priorities and direction.Reporting: This job has partial responsibility for reporting to State/Local agencies at the program level (gathers information, completes reports, and assists in addressing discrepancies in reporting).Examples of the Work Performed

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

Provides excellent customer service to both internal and external customers.Coordinates and maintains public library computer services, including the integrated online library systems of the Flagstaff Public Libraries and online connections to the Internet.Provides work direction to city library IT staff, volunteers, and interns - as assigned.Evaluates, installs, configures, diagnoses, and performs routine maintenance of all public library hardware and software.Assists the Library IT Manager in preparing draft fiscal year budgets related to public library automation purchases and maintenance.Contributes to long-range and short-range plans concerning the development and implementation of the public library's information technology resources in support of access to information, operations, and training.Develops and presents in-service training in Flagstaff and at other county public libraries in the use of various computer applications.Responsible for software purchasing, inventory, and license compliance.Coordinates with telecomm providers and internet service providers to the city libraries regarding technical problems with connectivity.Contacts hardware vendors regarding warranty service for computing equipment.Writes and administers library technology grants, as assigned.Works with the Library IT Manager to maintain the Main Library's integrated library system and associated hardware and software.Advises and assists city library personnel with complex technical problems related to computers and associated software and peripheral equipment; responds to questions regarding operation and application capabilities, and assists with the use of available documentation.Reviews and recommends purchases related to the libraries' on-line systems, commercial proprietary on-line information products, computer equipment and software, and is responsible, with the director of the city-county library for preparation and review of computer hardware and software bid specification.Works with system vendors to identify new products or upgrades and to solve system maintenance problemsMaintains records and files related to library computer systems and software.Maintains computer systems' integrity and security via anti-virus protection, backup methods, and password-based security measures.Prepares and submits narrative and statistical reports.When available and approved, attends conferences, conventions, and other educational and professional meetings in order to stay current with professional and technical developments.Assists the City Revenue Collector and the library circulation department in producing overdue billing notices to be sent to delinquent borrowers.Responsible for installation, updates, maintenance, and replacement of all public access computers.Work with 3rd party services to be able to access all public access computers and related hardware (printing, scanning, etc) throughout the library district remotely.Performs related duties as required.

Qualifications

MINIMUM REQUIREMENTS• Four-year degree in computer science, related field for area of assignment, or equivalent course work.• Two years of increasingly responsible technical experience in the Information Technology field.• One year experience using or providing technical support for an integrated online library system.• Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING• Experience working with Windows Active Directory, group policies, and associated tools.• Training or experience in web site design and maintenance, as well as web server administration.• Experience using and maintaining network hardware such as switches, firewalls, wired and wireless routers, and associated operating system software.• Experience teaching, planning, and conducting workshops, and engaging in effective public speaking.• Training or experience using on-line databases such as OCLC and common proprietary databases available in libraries.• Training or experience in programming in SQL.

OTHER REQUIREMENTS• Must possess, or obtain upon employment, a valid Arizona driver's license.• Regular attendance is an essential function of this job to ensure continuity.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)• Organization skills, attention to detail, and ability to draft various IT reports.• Considerable knowledge of all aspects of computer systems including hardware, software, firmware, peripherals, and networks.• Considerable knowledge and experience with Windows operating systems and Windows Active Directory.• Considerable knowledge of the Windows server and desktop environments and related office productivity applications.• Considerable ability to analyze computer hardware and software systems, troubleshoot and identify problems, and develop effective solutions.• Working knowledge of TCP/IP and Ethernet networking technologies.• Ability to interpret and apply technical information from various publications, manuals, and other information sources that relate to computers and software.• Ability to train and/or assist users in the proper use of all aspects of computers and associated hardware and software.• Ability to organize and maintain records and files related to city computer systems and software.• Ability to communicate clearly and concisely, both orally and in writing.• Ability to perform technical research and prepare written and oral reports relating to computer equipment, software, and procedures. Also, the ability to write non-technical reports, media releases, grant proposals, and other communications in clear, concise, correct English.• Considerable knowledge of client-server applications which provide access to library information resources.• Knowledge of web design standards and protocols, as well as web design practices and software applications.• Knowledge of Cisco network connectivity hardware and IOS software.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT• The employee must occasionally lift and/or move up to 50 pounds.• There are no special vision requirements for this position.• Working conditions are in a typical office environment.• The noise level in the work environment usually does not exceed 70 decibels.
