Description:The Client seeks to temporarily fill a Website Developer position for up to 40 hours per week. The Website Developer will assist with defining specifications to be used for a request for a quote (RFQ) for an upcoming website redesign.

Responsibilities:Interview agency staff to understand and document the specific technical requirements for the agency's dashboards, apps, and databases that are envisioned for any new website, as well as the external platforms that the agency wishes to integrate into its new website.Perform an independent review of the agency website to understand what is present on the agency's website and the range of external platforms and tools that are likely targets for integration in a future site.Gather and analyze technology and web-related RFQs, RFIs (Request for Information), and RFPs (Request for Proposal) issued by other government agencies and organizations, with particular attention to those found through the Massachusetts COMMBUYS platform, to identify descriptions and approaches that are useful for the agency to review before drafting its website redesign RFQ.Document RFQ, RFI, and RFP best practices, particularly those that define technical requirements for integrating dashboards, interactive applications, GIS mapping tools, and other key agency requirements illuminated through staff interviews.Identify and recommend benchmark websites from both government and private sectors that exemplify excellence in integrating technical requirements that emerged through the staff interviews. Based on a list provided by CTPS, review the websites of the agency's peer organizations and benchmark features and functionalities that can be considered for integration into a new website.

Required:A bachelor's degree in Information Technology, web development, or a closely related fieldTwo to four years of experienceFamiliarity with writing RFQs, RFPs, and RFIs.Knowledge of principles and best practices of web page and website design, construction, and maintenanceKnowledge of languages used in web development, including HTML, CSS, JavaScript, PHP, and SQLKnowledge of standard web strategies including client- and server-side processing, backend databases, and middleware.Knowledge of, and ability to follow, web content accessibility guidelines to meet federal and state requirementsPreferredKnowledge of Drupal or WordPressExperience using PostgreSQL and writing SQL for queries and data manipulationFamiliarity with Amazon Web ServicesStrong verbal and written communication skills including experience writing technical documentation.

Hours/Week, Length of Assignment:This position is estimated to be up to 40 hours per week on average. The assignment is expected to run between 4 - 5 weeks.
