Duties and Responsibilities (Band A)

*Serves as a Human Resources (HR) Specialist for assigned offices to include the UHM Provost Office, designated Vice Provost Offices, Manoa Office of Business and Finance, and associated programs and assists with the full range of day-to-day HR functions and personnel administration. *Assists in all aspects of personnel management and administration including but not limited to recruitment and selection, leave management, employee benefits, position classification. *Responsible for initial orientation and onboarding of new employees including but not limited to processing new hire paperwork, generates the appropriate payroll document(s), routes for signature and timely processing. Verifies accuracy of employee data in employee files/PeopleSoft system. *Reviews personnel forms such as offer letters, I-9s, benefit forms, etc. to ensure completeness, accuracy, and compliance. *Manages office information and communication including receiving, reviewing and coordinating in-person, telephone, written and electronic inquiries and correspondence using sound judgement; distributes requests and information to faculty and staff as needed. *Coordinates the annual health plan Open Enrollment for assigned units, announcement of meetings and deadline on forms submissions.

*Monitors employee (Civil Service and APT) performance evaluation. Reviews evaluation forms to ensure compliance. *Assists in the management and maintenance of all confidential personnel files and records both physical and electronic versions, in accordance with University policies, State and Federal laws and union contracts. *Assists with the preparation and submission of workers' compensation reports, and calculation of claims for temporary disability as needed. Duties and Responsibilities (Band B)

*Serves as the designated Human Resources (HR) Specialist responsible for the management of HR services, or designated back up, for assigned offices to include the UHM Provost Office, designated Vice Provost Offices, Manoa Office of Business and Finance, and associated programs. *Independently performs complex assignments in all areas of Human Resources management which includes but not limited to recruitment and selection, classification and compensation, employee benefits and labor relations.

*Serves as resource and liaison for faculty, APT, civil service, graduate assistants and student hires and provides technical and sound advice and assistance to assigned offices and programs. *Prepares, reviews, audits, and executes appropriate HR actions and documentation ensuring propriety and compliance with applicable collective bargaining provisions, University and Manoa policies and procedures, federal and state laws, etc. *Manages Human Resource Information System (HRIS) data management activities, monitors data to ensure integrity and compliance; interprets and analyzes data, makes recommendations for actions; and generates reports for management use. *Initiates and processes employer sponsored work visas for staff. *Conducts fact-finding and investigations as necessary. Identifies and interviews complainants and witnesses, and writes reports on findings. *Provides consultative services to managers and supervisors in all areas of human resources including but not limited to recruitment and selection, benefits, classification and compensation, labor relations, performance, staff development, disciplinary matters, etc.

*Serve as EEO/AA Specialist. Advises and reviews hiring actions to ensure compliance with affirmative action directives as set forth in applicable system-wide administrative procedures. *Serve as designated HR liaison between assigned offices and the Vice President offices, the Office of Human Resources, and other system offices. *Assist in resolving conflicts by coordinating and working with supervisors and department heads. Monitor and advise directors and supervisors in the progressive discipline and performance processes.

*Plan, develop, implement and conducts various training activities and presentations as directed. *Review internal processes periodically and recommend or implement changes to increase efficiency through streamlining of these processes. Assists with the implementation of a shared services model to streamline human resources function. Work with and provide advice to the Chief Business Officer on matters that may affect senior campus leadership.

Keep abreast of HR trends and best practices, and integrate and apply to strengthen the HR program. Other duties as assigned

Minimum Qualifications (Pay Band A)

Possession of a baccalaureate degree in Business Administration, or Related Field and 1 year(s) of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Functional knowledge of principles, practices and techniques in the area of human resources management demonstrated by knowledge, understanding and ability to apply concepts, terminology. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources management. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of human resources management realm. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals. Demonstrated ability to operate a personal computer and apply word processing software. Able to work in a fast-paced work environment with changing deadlines Able to work as a team member and to proactively investigate, recognize and resolve human resources operational issues. Strong interpersonal and communication skills.

Minimum Qualifications (Pay Band B)

Possession of a baccalaureate degree in business administration, human resources management or related field and 3 year(s) of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Considerable working knowledge of principles, practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources management. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Ability to analyze, interpret and apply statutes, collective bargaining provisions, and human resources and general administrative policies, procedures and rules to a variety of work situations. Demonstrated ability to exercise accurate and sound judgment, apply tact and discretion in dealing with diverse groups and sensitive and confidential information. Demonstrated ability to organize work, establish priorities and meet deadlines. Demonstrated ability to apply best practices and creative approaches to HR initiatives and matters. Desirable Qualifications (Pay Band A)

Familiar with University of Hawaii (UH) administrative policies and procedures. Familiar with various collective bargaining contracts and employment types at UH. Knowledge of UH Human Resources Information Network (HRIN) Systems (e.g. PeopleSoft, NeoGov, Timesheet & Payment Systems (TAPS) etc.) Demonstrated ability to work with a diverse team of faculty, students and staff

Desirable Qualifications (Pay Band B)

Demonstrated Human Resources Experience within a higher education institution. Functional knowledge of University of Hawai'i policies and procedures as it relates to Human Resources. Experience with unionized employees and demonstrated working knowledge of collective bargaining agreements.
