Job Details

JOB SUMMARY: This position oversees the operation management of assigned Head Start sites; leading a team of coordinators in the provision of services and training; providing technical assistance to assigned sites; and, acting as liaison with Parent Committees.

This position is scheduled to work 44 weeks per year.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:

* Ensures compliance with all applicable federal and state regulations, Head Start Performance Standards, Child Care licensing regulations (as required), Child and Adult Care Food Program guidelines, RurAL CAP and Child Development Division Policies and Procedures/Integrated Work Plan at each assigned site.* Manages operations of assigned sites including, but not limited to supervision of direct reports, managing annual inventories, and ensuring facilities are maintained and are safe for staff and children.* Provides on-site monitoring of sites and training of staff at least two (2) times per year; usually in the fall and in the spring. Additional travel may be required.* Partner with component coordinators in providing services, training and technical assistance to assigned sites.* Conducts regional team meetings every month. Meetings may be virtual.* Responsible for staff hiring, professional development, mandatory training, evaluation, and team building with assigned sites.* Provides supervisory leadership and technical assistance to sites and ensures clear lines of authority and channels of communication for staff and parents.* Works with site staff, Budget Coordinator, and Regional Manager Supervisor with Head Start Program Manager approval, to maintain budgets and expend funds in accordance with grant terms/conditions.* Responsible for Parent Committee (RPC) training and support.* Ensures Parent Committee's are established at the beginning of the school year and meet monthly in accordance with the Office of Head Start Performance Standards.* Monitors Parent Committee minutes, ensuring site supervisors post for all parents, filed appropriately.* Oversees Parent Activity Account funds, ensuring compliance with fiscal regulations.

* In partnership with the Regional Manager Supervisor, establishes and/or maintains partnerships with applicable agencies/organizations to advocate for responsive and effective quality services for children and families.* Monitors and ensures timely collection of required data from each assigned site.* Submits required written reports and information necessary for monthly reports, quarterly reports, federal, state, and program information reports; and site budget projections and other reports as requested in a timely manner.* Additional reporting requirements as deemed appropriate by Regional Manager Supervisor.

* Participates in meetings and trainings as required.* Responsible for all coding, approval, and submission of site invoices into Sage Intacct and Key Bank P-card systems in a timely manner.

OTHER RESPONSIBILITIES:

* Participants in all appropriate training functions: developing and leading workshops, presenting at conferences, etc.* Performs other duties as assigned.

* Performs day-to-day administrative tasks such as maintaining files, processing information, and general paperwork.* Uses computers and computer systems to effectively enter and track data, create spreadsheets and documents, create training materials, and power-point presentations.* Analyzes information and evaluates results with relevant input when necessary to choose the best solution and solve problems.* Encourages and builds mutual trust, respect, and cooperation among team members, colleagues, management, and community partners to accomplish tasks.* Represent RurAL CAP in a professional manner. This includes communications outside the organization, such as clients, the public, and other external sources in person, in writing, by telephone or e-mail adhering to current policies & procedures.

WORK ENVIRONMENT/JOB CONDITIONS:

* Agency is a mandated tobacco, drug, and alcohol-free workplace.* General office environment, shared office space. Position may be located in Anchorage or near any of our Head Start sites.* Willing to sleep on Head Start Center floor in communities where there is no other lodging available.* Ability to carry out job responsibilities in rural areas without, or with limited, running water and sewer systems.* Develops specific goals/tasks and plans to prioritize, organize, and accomplish work.* Must have the ability to operate the following equipment: computer, telephone, copier, and printer.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

* While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 40 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.* Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.* Must be in good general health and free from serious physical, mental health and/or substance abuse problems.* Must be free from communicable illness or disease.

POSITION TYPE/EXPECTED HOURS OF WORK:

This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.

TRAVEL:

Travel is primarily local during the business day. Frequent travel to and within rural Alaskan communities by small plane and alternate ground transportation.

EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:

* Must be at least 18 years of age.* Must pass state and federal background checks, including fingerprints.* Bachelor of Arts Degree in Early Childhood education, Human Services, or related; plus (3) years administrative and supervisory experience; OR 10 years of equivalent experience in a qualifying field.* Demonstrated ability to supervise employees (both directly and indirectly) including long distance training and technical support, team building, and evaluating work performance.* Demonstrated ability to successfully interpret and implement Head Start Performance Standards, company and departmental policies, procedures, and service standards.* Knowledge of business and management principles involved in leadership, production methods, and coordination of people and resources.* Knowledge and demonstrated ability to utilize the structure and content of the English language including spelling, rules of composition, and grammar.* Demonstrated computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.* Must attend at least 15 hours of professional development training annually.* Effective organizational and time management skills to maintain daily work flow and meet deadlines.* Must provide a TB screening and basic physical exam within thirty (30) days of hire with follow-up every three (3) years at employee's expense.* Must pursue an ongoing professional development plan that may include a formal training certification or college degree as recommended by the program.* Responsible work ethic with reliable attendance.* Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.* Proven ability and willingness to be self-directed in problem-solving and decision-making.* Perform basic assignments with little or no direct supervision.* Demonstrated ability to contribute to and participate in a team-based work environment.* Participate in all appropriate training functions: developing and leading workshops, presenting at conferences, etc., as required.* Must be able to provide own transportation to meet work schedule requirements.

* Knowledge of and respect for social, cultural, and economic conditions in rural Alaska.* Knowledge of and experience in rural Alaskan way of life with strong competence in multi-ethnic environments.* Knowledge of and experience with Head Start Programs.* Knowledge of and experience with Early Childhood Education in a classroom setting.
