Summary

Under general direction, is responsible for maintaining open communication between Commissioners Court , Office of the County Manager, County Staff, and precinct constituents, providing complex support to Bexar County Commissioners. Under general direction is responsible for video productions, photography, and assisting with other media and constituent communications. Flexibility to achieve performance excellence in a telework arrangement.

*Salary is contingent upon candidate's experience level

Duties and Responsibilities

Serve as a communications manager for video for various media including social media, websites, news publications, etc Responsible for capturing, reviewing, logging, producing, editing, video and audio recordings using an editing software such as Adobe Premier Pro, Final Cut Pro, Davinci, AVID Pro Tools, etc and distributing to the community, social media, news sources, etc Create cohesive videos about events happening in Precinct 4, with small businesses, policy updates, and/or the work of Bexar County Commissioner Tommy Calvert by splitting or combining video clips, adding appropriate sounds or graphics and watching the finished product to catch mistakes before submitting it for review Take Raw Footage, review and create the best output of all clips and audio Be familiar with how AI can assist with graphics, animation, video, transcripts, and other duties as necessary

Provide storyboards, scripts, music selection, and outlines for productions Provide experience improving and correcting lighting, color Be skilled at graphic design to enhance footage Be a creative individual with a background in media, art, communication, photography, videography and/or technology. An ideal Video Editor has a combination of all in order to understand all elements of producing a finished quality film or video. While a college degree is not necessary, it is helpful.

Proven work experience as a video editor Solid experience with digital technology and editing software packages (e.g. Avid Media Composer, Lightworks, Premiere, After Effects and Final Cut) Demonstrable video editing ability with a strong portfolio (Provide 4 videos with resume) Thorough knowledge of timing, motivation and continuity Familiarity with special effects, 3D and compositing Creative mind and storytelling skills Assist Communications director with research, drafting, and editing press releases

Assist in providing constituent communications such as letters, drafting articles, op-eds, organizing logistics Assist constituents with connecting to county services and departments through outstanding phone, email, and in-person communication skills Provide photography and video at events, speeches, townhalls, etc. Maintains confidentiality and responds to and resolves, at the discretion of the Commissioner, sensitive inquiries and coordinates the involvement of other County offices and departments for effective resolutions and/or referrals May be required to take meeting notes to summarize issues and archive public comments May represent the Commissioner at events and meetings as needed Updates social media, webpages, and databases for community and press Performs related duties as required

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor's Degree in Political Science, Government, Business Administration, Communications, Public-Relations, Public Administration, or a related field, and four (4) years of administrative experience in an office environment; one (1) year of experience supervising or office management or an equivalent combination of education and experience Good knowledge of office administration; good knowledge of and skill in applying rules of grammar, spelling, and punctuation; thorough knowledge of County open meetings and public records laws; requires the capacity to work in an environment that requires confidentiality and discretion Skill in researching information; skill in operating personal computers and essential office equipment; skill in customer service and responding to public inquires Ability to lead and carry out administrative projects; ability to work independently and also follow directions and function as a team member, with the demonstrated capability of tackling tasks great or small in a timely, cheerful and effective manner; ability to be patient, kind, detail-oriented problem solver who finds satisfaction in helping others Ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy; ability to effectively respond to questions and complaints; ability to communicate effectively, both verbally and in writing; ability to exhibit sound judgment with thoughtful and respectful communication skills to provide information on behalf of the Commissioner, to the community members and County staff; ability to adjust to rapidly fluctuating situations; ability to manage multiple projects simultaneously; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, governmental representatives, constituents, outside agencies, news media, and the public Demonstrates technological intuitiveness Must have a valid Texas driver's license, motor vehicle liability insurance, and personal injury insurance

Must secure and maintain a favorable background investigation and clearance Must clear a pre-employment physical and a pre-employment drug screen test May be required to work evenings or weekends May be required to work more than 40 hours during the workweek

Preferred:

Must have a thorough understanding of the representative precinct, demonstrated by detailing a close connection to that community through residency, work history, or volunteer services Demonstrated knowledge or experience in dealing with the functions of County Government

Working Environment and Physical Demands:

Working conditions are in an office / telework environment Occasionally moves items weighing up to 10 pounds Occasionally move about the office/ telework office Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner Constantly operates a computer and other office productivity machinery Positions self to perform essential functions of the job in an office / telework environment
